~

2.3 In September 1997, the Comprehensive Plan was amended to include this
realignment of Twin Lakes Parkway, with the understanding that the proposed
roadway would be officially mapped when the exact location of the proposed
roadway was established. In August 1998, BRW prepared a map showing the
location, width, and general design of the Twin Lakes Parkway.

3.0 STAFF COMMENT

3.1 In reviewing this request, staff made the following findings:

1. The City of Roseville's Comprehensive Plan has included plans for an east-
west roadway through the Twin Lakes Redevelopment Area since the Twin
Lakes Master Plan was prepared in the mid-1980s. The original alignment
of the roadway provided a connection between Fairview Avenue North and
Cleveland Avenue North in line with the existing Terrace Drive east of
Fairview Avenue North.

2. In 1996, a study completed by BRW recommended that the Twin Lakes
Parkway be realigned to connect directly with the 1-35W access point on
Cleveland Avenue in order to provide improved access to the Twin Lakes
Redevelopment Area and minimize the impact on the wetland north of this
1-35W access point. The Comprehensive Plan was amended in 1997 to
include this realignment of Twin Lakes Parkway.

3. Minnesota Statutes 9462.359 enables a municipality to officially map the
location of future roadways.

4.0 STAFF RECOMMENDA TION

4.1 Based on the findings outlined in Section 3.1 of this report, staff recommends
adoption of an ordinance officially mapping the right-of-way referred to as Twin
Lakes Parkway, as shown on the attached map, in accordance with Minnesota
Statutues 9462.359.

5.0 SUGGESTED PLANNING COMMISSION ACTION:

5.1 By motion, recommend approval of the attached ordinance (An Ordinance Officially
Mapping the Twin Lakes Parkway Right-of-Way in Accordance with Minnesota
Statutes 9462.359).

Attachments: Ordinance; Location Map; Notification Map; Notice of Public Hearing; Twin Lakes Redeveloped
Area section of the Comprehensive Plan; Minnesota Statutues ~462.359
60-Day Time Limit: Not applicable.
Prepared by: Kim Lee, AICP (490-2236)
Q:\Planning Files\3022_ Twin lakes Parkway (Official Mapping)\RPCA(101498).doc

PF3022 - RPCA (10/14/98) - Page 2 of 2
