<br />JJ ~~~ I <br />~ <br /> <br />Planning Commission Meeting Minutes <br />September 11, 1996 <br /> <br />6(b) Planning File 2861: Comprehensive Plan Amendment to change the <br />location of the proposed Twin Lakes Parkway within a portion of the Twin <br />Lakes Business Park lying between Cleveland Avenue, Fairview Avenue, <br />County Road C, and County Road C-2 allowing for future alignment with <br />the 35W ramp at Cleveland Avenue. <br /> <br />Assistant Community Development Director, Rick Jopke, provided a history of <br />the Twin Lakes Industrial Business Pari< from 1988 through its adoption as part <br />ot the 1994 Comprehensive Plan. <br /> <br />Arijs Pakalns, BRW Planning Consultant, provided background explaining the <br />study dated September 30, 1996. He explained that the study included: <br /> <br />Right-ot-way alignment for Twin Lakes Parkway <br />Enhancements to roads <br />Infrastructure improvements <br />Cost estimates of improvements <br /> <br />Mr. Pakalns explained the forces and issues which have changed since the last <br />amendment to the Plan. He reviewed four options for improving the 135W <br />exit/entrance ramp. He recommended that the ramp be left in the current <br />location and improved for safety and capacity. Four options for the right-of-way <br />alignment were presented. He recommended option MC", staying in alignment <br />with the existing ramp, along the south edge of the Hyman property. Four detail <br />alignments along the Hyman south property line were studied. The <br />recommendation was to use option "B". <br /> <br />Mr. Pakalns described four stages ot road construction from west to east. The <br />specific design of the par1<way improvements was discussed. The ADT is <br />estimated at 12,000-15,000 per day; three lanes are essential. The consultant <br />recommended one paved trail along one side of the parkway. The trail should <br />be on the north side of the parkway. Looped trails are recommended. <br /> <br />Pakalns recommended parkway enhancement design "C" with a wider median <br />and a 90 foot right-of.way. Entry monumentsllandmarks are proposed at major <br />comers. Street trees and street lighting were recommended for the entire <br />pat1<way and Twin Lakes area.
