<br />on traffic management, some changes to intersection designs were recommended <br />by the County and state agencies. These are being incorporated into the <br />engineering plans for Twin Lakes. <br /> <br />6.0 STAFF RECOMMENDA TION: <br /> <br />6.1 The Twin Lakes Business Park plan was adopted as part of the City's <br />Comprehensive Plan in 1994, including the location of Twin Lakes Parkway. If the <br />location of the Parkway is to be changed, then a Comprehensive Plan Amendment <br />will be required. <br /> <br />6.2 The staff recommends that the Planning Commission and City Council approve a <br />Comprehensive Plan Amendment to incorporate the BRW study and its findings as <br />part of the Twin Lakes Master Plan and the thoroughfare plan and referencing the <br />EAW comments received for future sue in the development process. <br /> <br />6.3 Originally the staff recommended the use of official mapping to prepare an "official <br />road right-of-way map" which is a plat illustrating the exact amount of land needed <br />for the realignment. The procedure is premature, added confusion to the process, <br />and should not be used at this time. <br /> <br />7.0 PLANNING COMMISSION RECOMMENDA TIONS: <br /> <br />In 1996 and again after the September 10, 1997 hearing, the Planning Commission <br />unanimously recommended that the City Council approve a resolution approving and <br />adopting an amendment to Roseville Comprehensive Plan to realign the Twin Lakes <br />Parkway subject to review and comment of the amendment by the Metropolitan Council. <br /> <br />8.0 SUGGESTED ACTIONS: <br /> <br />8.1 It is the city policy to accept comment at public hearings prior to making a decision. <br /> <br />8.2. After the close of the Council hearing, by resolution, adopt the amendment to the <br />plan (draft attached) approving a Comprehensive Plan Amendment concerning the <br />Twin Lakes Business Park, incorporating the findings of the BRW study and the <br />EAW into the Comprehensive Plan as part of the Twin Lakes Master Plan and the <br />City thoroughfare system, including the revised location of Twin Lakes Parkway, <br />utilities, ponding, and redesign of the right-of-way improvements. <br /> <br />Attachments : <br /> <br />1) <br />2) <br />3) <br /> <br />City Maps: Location.
