<br />ramps. <br /> <br />3.7 The Study recommends MnDOT improvement of the existing ramp by correcting <br />the "decision point - County Road C east or west" and expanding the capacity of <br />the ramp at MnDOT expense. <br /> <br />3.8 BRW also studied and made recommendations concerning construction of utilities <br />including sanitary sewer and water, as well as regional storm water holding facilities. <br />The report recommended (and the city built in fall 1996) a new regional storm water <br />facility north of the DNR ,protected wetland on MnDOT property, including a small <br />portion of the south part of the Centre Pointe project site. <br /> <br />3.9 Finally, BRW reviewed the actual design of the road right-of-way and has <br />recommended that the right-of-way be limited to 90 feet in width and that other <br />parallel streets be vacated to make more land available for development. <br /> <br />4.0 MEETING WITH BUSINESSES: <br /> <br />4.1 The City staff held a meeting with business and property owners on October 3, <br />1996. Issues which were identified included: <br /> <br />1. Many businesses are in the process of making long term business decisions <br />and need to know what the final alignment will be soon. <br /> <br />2. Many property owners need to know exact dimensions of the realignment so <br />that their site can be adjusted to take advantage of the new road frontage. <br /> <br />4.2 In October, 1996, staff met individually with representatives of Cummins Diesel and <br />their building owners, Indianhead, Ryan, and Hyman Freightways and <br />representatives' of Weyerhauser. These meetings reemphasized the need to know <br />what the final alignment and exact dimensions of the realignment would be. The <br />impact of the realignment on the Hyman Freightways maintenance/safety building <br />was not addressed in the study. City staff worked with Hyman Freightways to <br />address this issue and found that a phased road improvement could be built near <br />their safety building, but that sidewalks and landscaping would have to be done as <br />the buildings are moved, renovated, or razed. <br /> <br />5.0 ENVIRONMENTAL ASSESSMENT WORKSHEET COMMENTS <br /> <br />5.1 During the spring of 1997 the City completed an environmental assessment <br />worksheet for the Twin Lakes area and concluded that no significant environmental <br />impacts were evident, and that an Environmental Impact Statement would not be <br />required. (The EAW is included in the background, along with the comments <br />received from agencies and the public.)
