It m Description: REQUEST FOR CITY COUNCIL ACTION DATE: 10/26/98 ITEM NO: H-l City M~ag,er ARproval: Agenda Section: ~;t..g HEARINGS City of Roseville proposal to officially map the Twin Lakes Parkway right-of-way (PF3022) 1.0 REQUESTED ACTION 1.1 The City of Roseville is proposing to officially map the right-of-way reterred to as Twin Lakes Parkway in accordance with Minnesota Statutes ~62.359. The official mapping ot th;s roadway will implement the comprehensive plan tor the Twin Lakes Redevelopment Plan, which was amended in September 1997 to change the alignment of this roadway. 1.2 The purpose of official mapping is to allow the City an opportunity to establish a future right-of-way tor public purpose and purchase it without additional improvements. Official mapping sets forth the proposed right-ot-way and gives property owners notice ot the intended location. If a property owner applies for a building permit tor improvements within the right-ot-way, the City has 90 days to purchase the right-of-way at market value. It the City does not take action to purchase the right-of-way, the property owner may make improvements in the proposed right-at-way. A copy ot Minnesota Statutes ~62.359 is attached. 2.0 BACKGROUND 2.1 The Twin Lakes Parkway Redevelopment Plan was completed in the mid-1980s and incorporated into the City's Comprehensive Plan. The purpose of this plan is to guide future development in the area generally bounded by County Road C West on the south, Cleveland Avenue on the west, County Road C-2 on the north, and Fairview Avenue on the east. In order to improve access, the transportation portion of the plan includes the construction of a new roadway between Fairview Avenue North and Cleveland Avenue North, identified as Twin Lakes Parkway. 2.2 In September 1996, a study prepared by BRW recommended realignment of the proposed Twin Lakes Parkway to line up with the existing 1-35W ramp. This alignment will have a minimal impact on the wetlands to the north of the 1-35W ramp, will provide a direct connection to 1-35W, and provide a direct access to 1- 35W for truck traffic (which will reduce traffic on other roadways in the area). The eastern portion of the roadway (Snelling Avenue North to Fairview Avenue North) will generally follow the existing Terrace Drive, while the western portion of the roadway (Fairview Avenue North to Cleveland Avenue North/I-35W) will involve the construction of a new roadway.
