<br />2.3 In September 1997, the Comprehensive Plan was amended to include this <br />realignment of Twin Lakes Parkway, with the understanding that the proposed <br />roadway would be officially mapped when the exact location of the proposed <br />roadway was established. In August 1998, BRW prepared a map showing the <br />location, width, and general design of the Twin Lakes Parkway. <br /> <br />2.4 An interim design of the roadway has also been developed. If the buildings on the <br />Pikovsky property (PIK terminal site) are still being used, the roadway could be <br />constructed to include a T-intersection with Arthur Street at the southeast corner of <br />the PIK terminal property. A letter to Gene Pikovsky's attorney regarding this <br />interim alignment is attached. <br /> <br />3.0 STAFF COMMENT <br /> <br />3.1 In reviewing this request, staff made the following findings: <br /> <br />1. The City of Roseville's Comprehensive Plan has included plans for an east- <br />west roadway through the Twin Lakes Redevelopment Area since the Twin <br />Lakes Master Plan was prepared in the mid-1980s. The original alignment <br />of the roadway provided a connection between Fairview Avenue North and <br />Cleveland Avenue North in line with the existing Terrace Drive east of <br />Fairview Avenue North. <br /> <br />2. In 1996, a study completed by BRW recommended that the Twin Lakes <br />Parkway be realigned to connect directly with the 1-35W access point on <br />Cleveland Avenue in order to provide improved access to the Twin Lakes <br />Redevelopment Area and minimize the impact on the wetland north of this <br />1-35W access point. The Comprehensive Plan was amended in 1997 to <br />include this realignment of Twin Lakes Parkway. <br /> <br />3. Minnesota Statutes ~62.359 enables a municipality to officially map the <br />location of future roadways. <br /> <br />4.0 STAFF RECOMMENDA TION <br /> <br />4.1 Based on the findings outlined in Section 3.1 of this report, staff recommends <br />adoption of an ordinance officially mapping the right-of-way referred to as Twin <br />Lakes Parkway, as shown on the attached map, in accordance with Minnesota <br />Statutes 9462.359. Staff also recommends adoption of an interim alignment to <br />accommodate the Pikovsky parcel if needed. <br /> <br />5.0 PLANNING COMMISSION ACTION: <br /> <br />5.1 The Planning Commission held a public hearing on this request on October 14, <br />1998. A letter from Regor, Inc. opposing the alignment was presented at the <br />Planning Commission meeting and is attached.
