REQUEST FOR COUNCIL ACTION

DA TE: 06/23/97

ITEM NO: F-:3

Departmental Approval:

na~r Approval:
C:5--

Agenda Section :
Reports and Recommendations

Item Description: Twin Lakes Environmental Assessment Worksheet (EAW)
Findings

1.0 Background

1.1 The City of Roseville has completed and filed an EAW for the 126-acre
Twin lakes Business Park. The Minnesota Environmental Quality Board
(EQB) published notice of the 30-day comment period beginning May 5.
1997. As the Responsible Governmental Unit (RGU), the City of Roseville
accepted comment on this proposal through June 4, 1997.

1.2 On June 23, 1997 the City Council will review the comments and
determine whether or not there are potential environmental impacts that
may warrant the need for an Environmental Impact Statement (EIS).

1.3 The following is a summary of the findings of the EAW:

A. The proposed development exceeds mandatory EAW thresholds
but does not exceed mandatory EIS thresholds. The EAW is
fherefore mandatory.

B. There are known locations of leaking storage tanks within the study
area. Environmental Site Assessments and remediation will occur
as redevelopment proposals are received.

C. No records exist of endangered, threatened, or special-concern
species on or near the site.

D. This project is not expected to have any impact on wetland within
the study area,
