Introduction / Background <br /> <br />The Twin Lakes redevelopmem area is located in che northe2St quadrant of <br />Roseville and is bounded by Couney Road C2 on che north, Snelling Avenue <br />on the east, Couney Road C on che $Ouch, and 1-35W on che west. The area is <br />fully developed. but, becawe of the age of che existing developments and due <br />to ch:mging marker: forces. che area is currencly undergoing large-sca1e <br />redevelopment and reconstruction. <br /> <br />Development in the Twin Lakes district began in the: 1950's. A primary force <br />in shaping the development of the Twin Lakes district was its location and <br />availability. Becawe the area is located between the two downtowns of <br />Minneapolis and St. Paul, because it has excellent access to che regional highway <br />system. and because development sites in the district were large: and inexpensivc. <br />it became a major hub for ovcr-che-road trucking services and it was developed <br />primarily with trUcking companies and related businesses. <br /> <br />However. with the federal deregulation of the: trucking industry in 1980, a <br />dramatic change occurred in the: trucking business and many crocking <br />companies reduced operations, consolidated locations, or simply went out of <br />business. These changes also impacted the City of Roseville and especially the <br />Twin Lakes area, which started to decline and deteriorate. <br /> <br />In 1988. in response to the changing conditions. the City established a Tax <br />Increment District and prepared a La.nd Use Guide Plan for the Twin Lakes <br />district. The recommendations of the Land Use Plan are to redevelop the area <br />to provide a variety of office. retail. busincss. and light industrial uses. As a <br />result of these actions. the Twin I...akcs redevelopment district has undergone <br />many changes and is still in transition. 'Whereas most of the anticipated <br />redevelopment has been completed in the east half of the district. along Snelling <br />Avenue. much of the west half, west of Fairview Avenue, still needs to be <br />redeveloped. <br /> <br />In addition to me Land Use Guide Plan, the city also conducted a traffic study. <br />The traffic smdy indicates that County Road C will cxpc:rie:nce increasc:d traffic <br />loads and significant craffic problems at key interseccions in me: furore.
