<br />2.3 It is the policy of the City of Roseville to issue minor variances when there is a <br />hardship or practical difficulty, provided the property is located in an R-1, Single <br />Family Residential District, and used for residential purposes. <br /> <br />2.4 It is the policy of the City to require driveways to provide access to accessory <br />building which are large enough to store a vehicle. <br /> <br />2.5 Section 1 004.01A 1 states that an accessory building can occupy no more than 25% <br />of the required rear yard; Section 1004.01A2 states that the building must be no <br />morethan 15 feet in height and be at least 5 feet from a property line. <br /> <br />3.0 MINOR VARIANCE COMMITTEE <br /> <br />3.1 The request for the variance included the required application form, sketch of the <br />property and proposed driveway, written statement from the applicant, and written <br />approval from the adjacent property owners affected by the variance (Karen <br />Asuncion at 2370 Cohansey Street, John Alexander at 475 Lovell, Ray Thole at <br />2357 Top Hill Circle, and Robin Buchanan at 465 Lovell). <br /> <br />3.2 The Minor Variance Committee reviewed this request on Monday, May 18, 1998, <br />and unanimously recommended approval of a minor variance to increase the size <br />of one accessory building to 576 s.1. for occaisional vehicle use (compared to the <br />nominal requirement of 465 s.t.) and to waive the driveway requirement at 2360 <br />Cohansey Street, based on the following findings: <br /> <br />1. The irregular size of the parcel makes the rear yard larger than the rear lot line dimension <br />of 62' x 30' and the location of mature trees on the lot creates a practical difficulty for the <br />applicant. <br /> <br />2. The storage building will not be used for everyday vehicle storage or as a shop; therefore, <br />there is no need for a driveway to provide access to the storage building. If the building use <br />changes to an everyday garage, the applicant would be required to pave the driveway to the <br />building. <br /> <br />3. The proposed variance is in harmony with the general purpose and intent of the City's <br />Comprehensive Plan and Title 10 of the City Code (Zoning) becasue it allows accumulated <br />equipment and materials to be stored indoors and screened from neighboring properties. <br /> <br />4.
