<br />lot. Two access driveways are proposed: one entering the Snelling frontage road, <br />and one at the southwest corner of the site which enters the Knights of Columbus <br />parking lot. Staff assumes there will be a cross parking and access easement <br />between the two properties. <br /> <br />3.4 A surface water storm/storage pond is located along the west - rear property line. <br />Water drains over the surface and through pipes to the pond. The water level in the <br />pond will be approximately 3 feet in depth, but in a 100 year rain could temporarily <br />hold 4.5 feet in depth. The water slowly moves to the north, emptying into a <br />manhole and a 15" storm pipe which flows east to Snelling Avenue. Silt fences will <br />be used during construction to reduce erosion. A construction rock entry will be <br />used along the Snelling frontage in order to reduce mud tracking and erosion from <br />the entry. <br /> <br />3.5 Trash is proposed to be stored in an enclosed area at the northwest corner of the <br />site, using the same materials as the building to a height of 7.4 feet. The HVAC <br />(must be screened) and antennae locations are not found on the plans submitted. <br /> <br />3.6 City sanitary sewer will serve the site from the southwest, across the Knights of <br />Columbus parking lot to Oakcrest. A private utility easement is required. The city <br />water line to serve this site will enter the building from the east, along the Snelling <br />frontage. <br /> <br />3.7 The landscape plan uses willow, shrub willow, spruce and existing vegetation to <br />screen the west side of the building and the exit door from adjoining lots and shade <br />tolerant large shrubs and 8 spruces along the north and northeast side of the <br />building, adjacent to the park. Along the front of the building, the developer <br />proposes a hedge of deciduous shrubs (ninebark), flowering crabs, and evergreens <br />(Techny Arborvitae) to screen the parking from Snelling. New boulevard/street trees <br />along Snelling are Red and Norway Maple. The parking lot has hackberry and <br />flowering crab shade trees. Sod is used as the turf. Low maintenance mulches <br />(rock) are specified. <br /> <br />4.0 STAFF COMMENT <br /> <br />4.1 The auto servicelinstallation use proposed requires a conditional use permit <br />because of added safety issues, noise, traffic, repair/towing vehicles, and vehicles <br />being parked for repair in or near a limited business area or a residential zone. The <br />applicant must mitigate these impacts in order to be considered a compatible use. <br />The added traffic of this type of subregional use will increase the use of the north <br />bound Snelling Avenue left turn lane. <br /> <br />4.2 The applicant's landscape and building screening does meet the Roseville standard <br />of 3D" minimum opaque screening with a combination of berming, plantings, and/or <br />fencing. <br /> <br />PF3027 - RCA (06/22/98) - Page 3 of 8 <br />
