<br />4.3 The exterior materials do not meet the current practices or approvals of the city for <br />retail buildings, which is a finer detail, using brick or other masonry materials (color <br />impregnated) and other architectural materials used in retail buildings in the area. <br />The architecture appears stark and industrial. <br /> <br />4.4 The noise from air compressors and tire changing equipment will be muffled, <br />provided the overhead doors of the building are closed. This implies that the entire <br />building will be air conditioned for summer heat. The HVAC has not been shown. <br />If it is roof top equipment, it must be screened from view. The building design allows <br />for a 5 foot parapet screening wall around the roof. <br /> <br />4.5 Past experience with auto accessory installation operations have indicated that <br />enclosed trash containers do not screen all waste materials, especially without a <br />roof over the materials bins. Interior storage of trash in an attached structure is <br />required. In this design, the applicant proposes detached exterior, 7.4 foot high <br />screened storage with a cover. Tires (new and used) will be stored within the <br />building. <br /> <br />4.6 Fifty one parking spaces are provided. Parking layout in the south lot (where cars <br />are parked before and after service) is 90 degree parking with lanes and traffic <br />direction clearly marked, to allow standard 90 degree parking and 24 foot drive <br />lanes. Shared access and parking with Knight of Columbus is necessary for <br />overflow from the Knights bingo operation in the evening. Without the cross parking <br />easement, the Knights of Columbus bingo operation will not have adequate parking. <br />Sidewalks should extend along the east edge of the property from the Snelling bike <br />path to the comer of Oakcrest and the frontage road. A sidewalk easement will be <br />necessary from the Knights of Columbus. <br /> <br />4.7 While new lighting is shown on the landscape plan, height and downcast design are <br />not specified, but will have to meet city standards of 20 feet in height and <br />specifications for foot candles. Exterior building lighting must be shielded, only <br />lighting the building walls. <br /> <br />4.8 No signage plan has been presented. A freestanding sign, if used, should be <br />constructed of the same brick material as the building and must be set back 30 feet. <br /> <br />4.9 Other issues: A Rice Creek Watershed permit is needed before any construction <br />permits may be issued. Back assessments for sewer and water must be paid. <br /> <br />5.0 STAFF FINDINGS <br /> <br />5.1 In reviewing this request, staff has made the following findings: <br /> <br />1. The proposed auto accessory and service facility will have an impact on <br />traffic in the area. Turning movements on to and off of Snelling Avenue will <br />increase by nearly 250 movements per day.
