Air conditioning must be available to the entire building in order to allow the <br />overhead doors to remain closed in the summer. HVAC on the roof must be <br />screened with a 5 foot wall (as proposed). <br /> <br />8. Prior to a building permit being issued for redevelopment of the site, the <br />applicant shall post a landscape bond, letter of credit, or other security <br />acceptable to the City, in an amount equal to 150% of the cost of site <br />landscaping, street tree planting, and site restoration. The specific amount <br />of this security shall be determined by the Community Development Director <br />following completion of all site construction plans. <br /> <br />9. A cross parking easement with the Knight of Columbus for Knights of <br />Columbus overflow parking must be recorded prior to the issuance of any <br />building permit. <br /> <br />10. Any and all back assessments for this property must be paid prior to the <br />issuance of any building permit. <br /> <br />11. The applicant shall record the approved conditional use permit with the <br />Ramsey County Recorder prior to the issuance of any building permit or <br />within sixty days of approval, whichever is less (Section 1013.01-City Code). <br /> <br />7.0 PLANNING COMMISSION RECOMMENDA TION <br /> <br />7.1 The Planning Commission held a public hearing on this request on Wednesday, <br />June 10, 1998. Steve Johnston (Landform Engineering) and Peter Coyle (Larkin <br />Hoffman) were present on behalf of the applicant to answer questions and provide <br />additional information. Eight residents of the James Addition asked questions <br />and/or expressed concems with proposed development. The Planning Commission <br />discussed the need for a cross parking easement to accommodate the Knights of <br />Columbus bingo operation, the location of the trash enclosure (should be attached <br />to building if possible), permitted uses and conditional uses within a B-2 zoning <br />district, the possibility of the center median on Snelling being closed (MnDOT has <br />no specific plans for closure), the NTB practice of storing all tires (new and used) <br />within the building, legal recourse for non-compliance with the conditions of a <br />conditional use permit, the possibility of fencing the storm pond area since it was <br />next to a park, and the potential for a senior housing development in this area. <br /> <br />The Planning Commission recommended approval of the request for a conditional <br />use permit to allow the establishment of a retail auto accessory sales and service <br />facility at 2651 Snelling Avenue, based on the findings outlined in Section 5.1 of <br />this report and with the conditions outlined in Section 6.1 of this report, as amended <br />( 4-0). <br /> <br />PF3027 - RCA (06/22/98) - Page 7 of 8 <br />
