<br />6.0 STAFF RECOMMENDATION <br /> <br />6.1 Based on the findings outlined in Section 5.1 of this report, staff recommends <br />approval of the request for a conditional use permit to allow the establishment of a <br />retail auto accessory sales and service facility at 2651 Snelling Avenue, with the <br />following conditions (Planning Commission changes underlined): <br /> <br />1. The site must be developed in accordance with the final plans (site plan, <br />grading/erosion control plan, utility plan, landscape plan, building elevations, <br />and proiect narrative) submitted and approved in conjunction with the <br />request for a conditional use permit. Minor variations from the approved <br />plans may be approved by the City's Development Review Committee, under <br />the direction of the Community Development Director; however, any <br />substantial departures from the approved site plan will require an <br />amendment to the conditional use permit. The conifers along the east <br />property line must be preserved if possible. The applicant shall work with <br />City staff on improvements to the landscape plan (screening of parking area. <br />additional shrubs on the west side of the storm water pond. placement of <br />conifers on the north side of the building. and additional shrubs on the north <br />side of the building). the location of the trash enclosure (attached to bui Iding <br />if possible). and the hours of operation (conflict between hours identified in <br />project narrative and hours stated during the public hearing). <br /> <br />2. The exterior elevations of the building must be modified to bring the building <br />into compliance with the City's design standards. The exterior materials need <br />to be upgraded to meet commonly used retail store materials (brick, trim <br />block, and stucco - all to be color impregnated), as approved by the City's <br />Community Development Director. <br /> <br />3. Final grading and utility plans must be reviewed and approved by the Public <br />Works Director prior to the issuance of any building permits. A Rice Creek <br />Watershed permit must be obtained prior to the issuance of any building <br />permits. <br /> <br />4. Sidewalks need to be extended across the east frontage of this property and <br />the Knights of Columbus property from the bike path south to Oakcrest, at <br />the applicant's expense, in conjunction with site development as required by <br />Section 1012.07 of the City Code. Pedestrian access must also be provided <br />from this sidewalk to the front door of the NTB building via a paved <br />pedestrian surface. <br /> <br />5. All site lighting, including lighting for the parking area and exterior building <br />lighting, must be downcast, shielded, and comply with the requirements of <br />Section 1010.12 of the City Code. <br /> <br />6. All signage for the project must comply with the requirements of Section <br />1009 of the City Code, including the size and location of wall signs, pylon or <br /> <br />PF3027 - RCA (06/22/98) - Page 6 of 8 <br />
