<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />DATE: 06/10/98 <br />ITEM #: 6(a) <br /> <br /> <br />Agenda Section: <br />Public Hearin <br /> <br />National Tire and Battery request for conditional use. permit to <br />construct a 10,790 s.f. auto accessory installation and service store <br />at 2561 North Snellin9 Avenue (PF#3027). <br /> <br /> <br />1.0 SUMMARY OF REQUEST <br /> <br />1.1 National Tire and Battery, represented by Chad Speierman, requests approval of <br />a conditional use permit to construct a 10,790 s.f. masonry and stucco building on <br />a vacant 1.86 acre site located at 2561 North Snelling Avenue. The building would <br />be occupied by National Tire Warehouse, a tire and auto accessory sales and <br />service business (retail auto accessory and auto service). One overhead door <br />entrance and one overhead door exit as well as nine internal service bays are <br />proposed. Hours of service are Monday thru Saturday 7:00am - 9:00pm; Sunday <br />8:00am - 6:00pm. <br /> <br />1.2 The conditional use permit process for this request allows the City to consider <br />compatibility with adjoining properties; impacts on traffic, public facilities, and <br />property values; impact on the general health, safety, and public welfare; and <br />compatibility with the City's comprehensive plan. The process also allows the City <br />to impose those conditions it considers necessary to protect the public health, <br />safety, and welfare. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 This site and proposal was previously submitted for a conditional use permit by <br />National Tire and Battery in March of 1997. Subsequently, on April 28, 1997, a <br />moratorium on issuance of commercial or industrial permits within the James <br />Addition Study area was passed by the City. <br /> <br />2.2 The site is zoned B-2 (Business); the Comprehensive Plan designates this site "LB" <br />for limited retail business uses. In order to operate an auto service and installation <br />operation within a B-2 zone, the Zoning Code requires a conditional use permit. <br /> <br />2.3 The vacant site was commonly known as the former site of the Polar Meat <br />Locker, just one lot north of Oakcrest and Snelling. Most recently the site has been <br />used as overflow parking for the Knight of Columbus bingo parlor. To the south of <br />the site is the 12,300 s.f. Knights of Columbus building and parking lot (zoned B-1), <br />while to the west is a health club (zoned B-1). North of this site is Rosebrook Park <br />(zoned R-1).
