2.4 In conjunction with the application for a conditional use, the following documents
(dated 5/11/98) have been submitted and reviewed by staff In preparation of this
report

*

project narrative
existing conditions plan
site plan
grading/erosion control plan
utility plan
landscape plan
building elevations

*

*

*

*

*

*

2.5 The James Addition Task Force has recommended that this site not be used for
business uses primarily because of the noise and traffic impacts on the
neighborhood.

3.0 SPECIFICS OF THE PROPOSAL

3.1 National Tire proposes to construct a split facelrock faced concrete block and
stucco building with 9 internal service bays for auto tire and accessory installations,
accessed by one front-of-building (east side) overhead door. The building will take
up 18% of the site. Exit is through one overhead door at the rear (south side) of the
building; vehicles would exit the building at the rear of the parking'lot. At the rear
(northwest comer of the site) of the building is the loading door/dock for delivering
the tires and other products. The applicant estimates one trip per week by a tractor
trailer. An estimated 30 to 50 total trips per weekday peak hour will be generated
by the use (Source:ITE Trip Generation and SEH 7/27/95 Report). A trip is either
1 entrance or 1 exit from the site. Over a 12 hour weekday, approximately 400 trips
would be generated. SEH estimated that 35 to 40% (144 trips/day) of the traffic
would use Oakcrest. Between 15 and 20 full or part time jobs will be created.

3.2 The existing vegetation includes 3 mature trees that will be removed. Trees and
shrubs along the west property line will be retained. Trees along the east property
line will be protected and saved if possible. The light poles and horseshoe pit will
be removed. A landscape plan, illustrating that 25.6% of the site will be landscaped,
plus 9% of the site will be retained as pond area.

3.3 Parking will take up 42% of the site. Existing pavement currently on the south side
of site will be used for parking; new paving will be installed along the east side of
the site. Parking, exceeding the code requirements of 38 spaces, occurs along the
south side of the building (38 spaces) and on the front - east side of the building
(13 spaces). New concrete curb and gutter (type B612) is used throughout the
parking lot. Two planting islands have been created within the south side parking
lot. Two access driveways are proposed: one entering the Snelling frontage road,
and one at the southwest comer of the site which enters the Knights of Columbus
parking lot. Staff assumes there will be a cross parking and access easement
between the two properties.

PF#3027 - RPCA (06/10/98) - Page 2 of 7
