Chris Hughes, 1779 Rose Place, asked about hours of operation. Mr. Coyle
advised: Monday - Friday 7:30am - 8:00 pm; Saturday 7:30am - 5:30pm;Sunday
7:30am - 4:30pm. (Landform Engineering document differed with hours listed as
Monday - Saturday 7:00am - 9:00pm; Sunday 8:00am - 6:00pm). Mr. Hughes
asked what recourse was available if there was noncompliance with any of the
stipulations/standards (Kim Lee advised of legal actions available to City under
Conditional Use Permit process).

George Lindgren, 1728 Oakcrest, asked 1) where the 1,000 tires would be
stored (Coyle advised inside the building); 2) why did we let them submit a plan
which did not comply with City standards for exterior? 3) concerned about
problems on Oakcrest with traffic turning.

AI Sands, 2612 Aldine, questioned the possible safety problems with ponding
area next to childrens' play area in park. Jay Kennedy and Mr. Johnston
discussed drainage/depth of ponding area and consideration of fencing of
ponding area.

John Owens, 2555 No. Snelling, Financial Secretary for Knights of Columbus
discussed their meetings with MnDOT and advised there was nothing in their
plans now or in future for closing the median and advised further that the cross
parking easement would be part of the sales contract.

Lynn Capon urged that the whole area be considered at same time.

Craig Christenson opposed the project; concerned about hours of operation, that
traffic problems will increase on Snelling and Oakcest - and felt ponds should
not be fenced.

George Lindgren reviewed site's history and indicated original intention was to
have seveal minor, small business establishments in this area.

Chris Hughes urged Commission to vote against proposal because of increase
in noise, increase in traffic, incompatability with neighborhood.

Brad Thyse, 2558 Aldine St.,asked that Commission consider the residents'
interests - not interests of business only.

AI Sands, 2612 Aldine St., opposed: 1) zoning wrong, 2) traffic on Oakcrest
increased 20%, 3) storage pond should not be next to a park.

There being no further comments, Chair Harms closed the hearing.

Member Rhody advised he would vote for this proposal. He would prefer to see
the site developed all at once, but believes this fits well against Snelling Avenue

3
