She would like to <br />see the applicant work with the staff to review hours of operation - particulary on <br />Sunday; would like signage issue resolved and available for Council review; the <br />exterior materials should be worked out with the staff; the trash enclosure issue <br />should be addressed by the staff for compatability with Code. <br /> <br />Member Wilke advised he would support the application and asked City staff to <br />make a recommendation on fencing of the holding pond area. <br /> <br />Chair Harms read letter from Kimberly McCoy, 2570 Aldine Street, and asked <br />that it be incorporated into the record. <br /> <br />Motion: Member Rhody moved, Member Wilke seconded, to recommend <br />approval of the request for a conditional use permit to al10w the establishment of <br />a retail auto accessory sales and service facility at 2651 Snelling Avenue, based <br />on the findings outlined in Section 5.1 of the staff report dated June 10, 1998 <br />and the conditions outlined in Section 6.1 of this staff report and well as <br />additional conditions as outlined by the Planning Commission as follows: <br /> <br />Findings: <br /> <br />1. The proposed auto accessory and service facility will have an impact on <br />traffic in the area. Turning movements on to and off of Snelling Avenue <br />will increase by nearly 250 movements per day. MnDot has indicated that <br />it may close the median turn lane in the future, but the presence of <br />National Tire and Battery in this location in and of itself will not cause the <br />turning lane to be closed. Capacity exists on Oakcrest for the estimated <br />additional 150 vehicle trips per day. A cross parking easement should be <br />recorded allowing the Knight of Columbus overflow bingo parking to use <br />the vacant spaces in the Tires Warehouse lot. <br /> <br />2. The proposed auto accessory and service facility will not have an impact <br />on parks and other public facilities, provided the facility is adequately <br />screened from Rosebrook Park. The storm water pond area meets <br />environmental standards. <br /> <br />3. The proposed auto accessory and service facility will be compatible with <br />contiguous properties, if City standards are met during operation. The <br />building, with the overhead doors shut, meets the requirements for noise <br />and safety. The closed overhead doors during operations should be a <br />condition of approval. Vehicles and tow trucks will not be left outside <br />overnight on the site - there is no overnight "attractive nuisance" or <br /> <br />4 <br />
