To the south of the Knights of <br />Columbus building is Oakcrest Avenue. The site is bounded to the north by <br />Rosebrook Park, a health club to the west (zoned B-]), and the Oakcrest access to <br />Snelling A venue to the east. This vacant site is commonly known as the Polar <br />Meat Locker. <br /> <br />The 1.86 acre site is owned by the Knights of Columbus and has been used for <br />parking. National Tire and Battery (NTB) is purchasing the property for the <br />construction of the store described below. The existing zoning, B-2, allows auto <br />accessory stores, as a conditional use. ". <br /> <br />In 1995 the City reviewed and approved an application for a Western Auto store on <br />this and the adjacent Knights of Columbus parcel. That application was reviewed <br />under the provisions of the City's PUD ordinance since the Knights of Columbus <br />site is zoned B-]. This application differs in that it does not require the demolition <br />of the Knights of Columbus building, nor does it require a rezoning. <br /> <br />In 1997 the City reviewed an application for an 11,370 S.F. National Tire <br />Warehouse (NTW) store on this site. Staff recommended approval of the proposed <br />use, however a development moratorium was enacted that prevented the project <br />from proceeding. . <br /> <br />The NTB proposal is the same as the NTW application, with two major revisions; <br />the building area has been reduced to 10,790 S.F. and the landscaping has been <br />increased in response to the City's request. <br /> <br />Legal Description of Parcel <br /> <br />The East 395 feet of the Northeast Quarter of the Northeast Quarter of Section 9, <br />Township 29, Range 23, Ramsey County, Minnesota, except the North 767 feet <br />and except the South 335 feet thereof.
