~111 QSA, Inc.

W 861-2026

~ 8/13/98

C9 11:52 AM D 1/6

Roseville Cornerstone ProgramTl\1
"Rambler Redesign"

The RosevilJe Cornerstone TM "Rambler Redesign" program seeks to encourage the
use of good design when older Roseville homes are reconstructed. The use of a
qualified designer assures that there will be enduring value both to the homeowner
and to neighboring properties. By addressing the age and style of homes that are
becoming less marketable, and describing the improvements that will qualify them
for the program, Roseville can also assure that homes in the program will provide a
variety of homes that attract and retain families.

By opening this program to a broader range of homeowners (at least some of whom
may be motivated by interests other than return on investment and the immediate
cost of financing) this revised "Rambler Redesign" Program addresses a builder's
market with rapidly escalating prices and a shortage of skilled contractors. The
homeowners who will complete a reconstruction project in this market are hard to
detect in the nonnal assessment process, but they are likely to qualify themselves to
participate in the program if given the opporhmity.

The program should be publicized broadly in Roseville as follows:

1. Roseville will pay one-half of a homeowners architect fees, up to $9,000 per
home, with a maximum program budget of $27,000 for architect fees. (This could
permit more than 3 homes to be included in the program each year.)

2. Interested homeowners will be given a prepared description of the styles of
homes that will qualify, for example "Typical" homes built between 1945 and 1975,
of ranch, rambler or Cape Cod. (story and one-half) style.

3. The prepared program qualifications will also specify improvements that (at least
one of which) must be demonstrated in a reconstruction. They include an enlarged
and improved kitchen, an additional or enlarged bathroom, a master
bedroom I couple's suite, a main floor family room, and a second garage stalL

4. The improvement must be designed by an architect (minimum Bachelor of
Architecture degree).

5. The city will be permitted to video the improvement, hold an open house to
display it, and otherwise publicize it. This includes a right of the city to acquire
design plans and dra~gs for publication.

6. A homeowner can /lprequalify" by having his or her plans approved before
construction begins, then enter an agreement with the city to complete the
construction by a specified date. No funds will be diBbursed by the city until the
project is ready for display. The homeowner must permit photography and
documentation of the project in advance of ~ompleting the project.
