Recipients are selected on a first-come, first-served basis, the city reserving the <br />right to determine the suitability of the project for "prequalification". If the project <br />is submitted as a completed or in-progress project the city may take into account it's <br />ability to document the preexisting home as well as the construction. <br />Preconstruction advice on qualifying for the program will be available (from QSA) <br />even if the homeowner is not yet "prequalified". <br /> <br />8. QSA, Inc. will prepare lender, builder and architect information to be available on <br />request. Specific recommendations will not be made, but after a period of time QSA <br />will develop lists labeled "Your neighbors recommend". <br /> <br />9. A waiting list will be compiled for recipients of the next available ftmcling. <br /> <br />10. At some point in the future, if the demand justifies, the city could establish an <br />in-house home improvement ad visor to provide ongoing ad vice to homeowners <br />interested in doing home improvements within Roseville. <br /> <br />This revision makes the program less exdusi ve, permitting homeowners to qualify <br />by proposing a designed project for which they could recover design fees after the <br />fact. The city can reserve approval W1til the project is either complete, or well <br />enough planned and financed to justify committing funds to it. <br /> <br />While this program does not provide enough economic incentive to induce projects <br />that would not otherwise be considered, it does provide the city the opportunity to <br />promote good design, and to publicize it as it occurs. Over time, it will be possible to <br />compile typical plans that can be used by other homeowners as starting points for <br />their improvements. The city's inspection department may also be able to identify <br />typical well-designed improvements as prototypes to speed approvals. <br /> <br />This approach will also keep the program momentum going through a period when <br />successful home reconstruction is only being completed by homeowners with <br />particularly strong commitments to the commun.ity and fortuitous builder contacts. <br /> <br />QSA, Inc. will serve as an advisory contact to these homeowners and any who are <br />interested in pursuing the program. Its responsibilities will be spelled out in an <br />agreement with the City. <br />
