<br />D. Off-Street Parking Requirements: In all residence districts off-street automobile parking <br />space shall be provided as an accessory use in accordance with the provisions of this Section <br />at the time any building or structure is erected, enlarged or expanded in height or ground <br />coverage: (Ord. 275, 5-12-1959) <br /> <br />1. Number Of Parking Spaces: Off-street automobile parking spaces shall be provided for <br />each use as follows: Dwellings: In R-l, R-2, R-3, R-3A, R-4, R-5, R-6 and R-7, two (2) <br />parking spaces shall be provided per dwelling unit, one-half (1/2) of which shall be <br />enclosed except that the enclosure requirement is not applicable in R -I. <br /> <br />2. Size Of Parking Space: Space for a single vehicle shall be nine feet by eighteen feet (9' x <br />18') or larger provided that up to fifty percent (50%) of the required spaces may be not <br />less than eight feet by eighteen feet (8' x 18') when posted "Compact Vehicles Only". <br />Aisles shall be provided for ingress and egress and shall be a minimum of twenty four <br />feet (24') in width. (Ord. 878,3-23-1981; 1995 Code) <br /> <br />3. Surfacing Of Parking Areas: <br /> <br />a. All open off-street parking lots or areas shall be constructed of bituminous, concrete or <br />other paving material approved by the Public Works Director. <br /> <br />b. New parking lot surfacing shall be a minimum of two inches (2") of bituminous pavement <br />over an appropriate base. <br /> <br />c. Concrete curb and proper setbacks will be required if the parking lot is constructed, <br />regraded or reconstructed with a one inch (1 ") lift or greater of bituminous pavement, <br />except: <br /> <br />(1) In R-1 and R-2 Districts where the principal structure is single-family or duplex. <br /> <br />(2) Parking lot seal coat or surface treated. <br /> <br />(3) Minor patching or surface repair (overlay less than 25 percent). <br /> <br />d. The construction of any new parking areas in any zoning district except R-1 and R-2, and <br />all other repairs, remodeling and additions if the construction involved increases the <br />overall size of the parking lot by ten percent (10%) or in the event that the construction <br />increases the assessor's market value by over twenty percent (20%), shall require site plan <br />review as described in Section 1010.16 of this Title. <br /> <br />e. All construction which repairs or remodels or alters a parking lot between ten percent <br />(10%) and fifty percent (50%) of its size shall not be required to meet all of the criteria <br />outlined above. A percentage of expansion between ten percent (10%) and fifty percent <br />(50%) or a monetary improvement between twenty percent (20%) and fifty percent (50%) <br />would require a proportional level of improvement. This proportional requirement will be <br />determined by the Development Review Committee subject to appeal to the City Council. <br />The City Council may refer such an appeal to the Planning Commission for review and <br />recommendation. (Ord. 1172,9-23-1996) <br /> <br />4. Drainage: Off-street parking areas shall be so graded and drained so as to dispose of all <br />surface water. Drainage plans shall be subject to the approval ofthe City Engineer. (Ord. <br />275, 5-12-1959) <br /> <br />5. Location: <br /> <br />a. Accessory off-street parking spaces which are not enclosed may be located in any <br />required yard as specified in the regulations of each zoning district. Enclosed off-street <br />parking spaces shall not be permitted in any required yard except the rear yard. An <br />attached enclosed parking space may project three feet (3') into a required front yard as <br />long as there is no living space above it. A detached garage structure in a rear yard must <br />be set back at least five feet (5') from any side or rear lot line. (1995 Code) <br />
