Prince of Peace Lutheran Church,
proposed senior housing facility (60units) at 2561 Victoria Street North.

Chair Harms stepped down and requested Vice Chair Rhody to assume the Chair
during discussion of this case. Dennis Welsch discussed the proposal and indicated no
formal action was required on this matter at this meeting - that a hearing would be
held in October.

Chris Henningson, 63 Mid Oaks Lane, President of the Prince of Peace Lutheran
Church, discussed the meeting with the Roseville Parks and Recreation Committee and
results of the meeting.

Russ Rosa, architect for the Church noted that the original plan was for a 60-unit, 4-
story building, which has been reduced to a 56-unit, 3-story building. The new building
will be about 3' higher than the main peak on current church. He demonstrated the
building site in relation to pathways and church parking (upper path on church
property, but maintained/used by the city)

The Commission received a letter from Dwenda Gjerdingen, 2553 Fisk St., opposing
the proposal.

Member Rhody said he was pleased that Plan B has been maintained and that the
configuration is good with visual impact minimal.

Member Wilke stated he was pleased with the drive entrance on the north comer and
generally pleased with concept presented.

Member Klausing asked if the architect had tried to position the building along
Victoria as suggested previously? He reiterated his concern about the impact for
residents on Fisk and also for park users.

Member Olson reminded the applicant that a rezoning was needed to proceed with the
plan.
