<br />2553 Fisk St. <br />Roseville, Mn. 55113 <br />July 27, 1998 <br /> <br />~\U1.\tt2> <br />f(~ <br /> <br />Roseville Planning Commision <br />2660 Civic Center Drive <br />Roseville, Mn. 55113 <br /> <br />~..R.A~ LJ~ <br />Dear Members of the Rosevi~ Commission: <br /> <br />As a Roseville resident, I am writing to you about the proposal <br />submitted by Prince of Peace Church at your July 8 meeting, to <br />build a 4 story, 60 unit senior housing facility south of the <br />church. As you are aware, several neighbors attended this <br />meeting in order to learn more about this proposal, so that we <br />would be adequately informed. <br /> <br />After attending this meeting, I want to tell you that I have some <br />real concerns about this proposed facility, and I believe that <br />most, if not all of the neighbors who attended share these <br />concerns with me. <br /> <br />First, I do not believe that a tall, large facility such as this <br />is a good fit with the beautiful, open adjacent parkland. As it <br />is now, the park has a natural, open, almost rural feel to it, <br />and this building would contrast with that feel. As we would <br />walk past it, or view it from a distance, we would be instantly <br />reminded that we are in the middle of the city. Further, to <br />erect this building, one would have to cut down numerous trees, <br />detracting from the beauty of that corner of the lake, and <br />destroying the natural habitat of various creatures. <br /> <br />Second, and just as important, our particular corner of Roseville <br />has grown increasingly busy over the past few years. Four new <br />housing projects in this area have increased the density of our <br />neighborhood considerably. These include the projects by highway <br />36 & Lexington, B2 & Dale, C & Dale, and north of C & Dale. As a <br />result of these complexes, traffic is extremely heavy at times. <br />It is not unusual to see a 2 block back up of vehicles at the <br />stop signs at Victoria and B2, or Victoria and C, especially <br />during rush hour. Also, the entrance ramp from Dale onto west <br />highway 36 is often so full in the mornings, that it is backed up <br />onto Dale, a rather dangerous situation, it seems. For me, it <br />has become increasingly difficult to turn onto County Rd. C from <br />Fisk -- there are just too many cars on the road! Central Park <br />has also become very busy, such that the walking paths can seem <br />treacherous at times. It is difficult to imagine how the park <br />could absorb the presence of so many additional people who might <br />think of it as their own personal back yard. <br /> <br />While the location of the facility adjacent to the lake seems <br />very incongruous to me, neither do I like the thought of viewing <br />
