Request For City Council Action

Date: 04/26/99
Item No: J2

Department Approval: Ma~~proved: Agenda Section:
'~~;J lii!t. ~ I!T- Land Use

~~ription: Prince of Peace Request for Amendment to Comprehensive Plan and
Concept Approval for Mixed Use PUD to Allow for Construction of a
Senior Housin~ Buildin~ (PF3049)

Requested Action: Prince of Peace seeks approval of: 1) an amendment to the City
Comprehensive Plan that would allow high density housing to be located on their church site; 2)
Concept for a PUD that would allow the church and a 56 unit senior housing project to jointly
occupy an 8 acre site.

1.0 Background:

On January 25, 1999, the City Council approved, at the developer's request, at least a 60 day
extension to the review period for the concept PUD and the Comprehensive Plan change to high
density.

On March 22,1999, the City Council directed the review of concept alternatives back to the
Planning Commission. The Commission was asked to compare and comment on the amended
site plan (northwest side development) by comparison to the original proposal along the west
side. (Previously, a more westerly side concept plan was recommended for approval by the
Commission. )

2.0 Project Details

Pastor Vern Rice and members of the Prince of Peace development team presented the final
concept plan at the April 14, 1999 Planning Commission meeting. This plan includes a detached
56 unit Senior Housing Building along northwest side of the church. A tiered (one, two, and three
stories) 56 unit senior "L" shaped building (3 stories maximum, with materials matching the
church) located off the northwest corner of the church with bay windows and underground
parking (60-70 spaces). In this concept, at grade parking (244 spaces) and ponding appear to be
better placed on the site with little disturbance of the area adjacent to the Lake. A series of
sketches and a data sheet are attached. The project will cover 44% to 46% of the site.

3.0 Planning Commission Comment:

On April 14, 1999, the Planning Commission held a second hearing on the Prince of Peace Proposal.
The Commission reviewed the most recent proposal (as described above) and recommended that this
new proposal was a refinement of the original, Planning Commission recommended proposal
incorporating items that the Commission had suggested at the first hearing.

1
