Prince of Peace Church, 2600 Victoria, Planned Unit <br />Development (60 Unit Senior Housing Facility) <br /> <br />Dennis Welsch introduced the project and explained the sketch plan review process. <br /> <br />Chris Henningson, Prince of Peace Church, provided background regarding acquisition <br />of the site and the need for senior housing development. Two partners to the project <br />were introduced. The benefits of seniors adjacent to the church and park were <br />discussed. The church proposes an affordable senior project for those who live in <br />Roseville. He noted that the housing and church are not within the Central Park <br />design. <br /> <br />A focus group meeting was held by the church. Two sites have been identified for the <br />housing. The church asked for response on the alternatives. <br /> <br />Russ Rosa, Affordable Suburban Housing, described two alternatives. The existing site <br />has natural sloping that would be used as a portion of the building. At the southeast <br />corner, the first floor would be at the same level as the main floor of the church. The <br />building would have brick, stucco, siding, balconies. The size of the parking has been <br />broken up to reduce the large lot. Currently there are 150 spaces; 95 more would be <br />added with the new housing. <br /> <br />Member Cunningham asked for more architectural details. <br /> <br />Member Wilke asked that the building be scaled down to 40 to 45 units. The price of <br />the land dictates the need for 60 units. <br /> <br />Member Klausing asked what the initial intent of the church was in regard to this site. <br />(The church needs room to grow. The church has been added on nine times). <br /> <br />Member Klausing asked, if senior housing was built, would the church have more <br />restrictions placed on it because of the housing. What is really driving this issue, <br />parking or housing? <br /> <br />Chris Henningson explained the choices and the need for space to park as well as <br />housing. <br /> <br />Chair Rhody asked for details on the zoning. He noted the concern for a four story <br />building adjacent to the park. He likes the Plan "B" proposal. Has the church asked the <br />Park Commission about the possible joint use ofthe site. Too high, too big as currently <br />proposed. Economics are driving this project. <br />
