if'-~ ~fi Extract of Minutes of Meeting of the City Council of the City of Roseville * * * * * * * * * * * * * Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, County of Ramsey, Minnesota, was duly called held at the City Hall on Monday, the 26th day of April, 1999, at 6:30 P.M. The following members were present: and the following were absent: Council Member introduced the following resolution and moved its adoption: Resolution No. Resolution Approving Request for a Comprehensive Plan Amendment 2555 and 2561 Victoria Street North WHEREAS, Prince of Peace Lutheran Church/Senior Housing Partners, LLC have requested an amendment to the City's Comprehensive Plan to change the future land use designation two parcels to High Density Residential and concept development plan approval for a mixed use planned unit development including the existing Prince of Peace Lutheran Church, a 56-unit three-story senior housing building, and an off-street parking area (PF3049); and WHEREAS, the Roseville Planning Commission conducted a public hearing on this request on December 9,1998, and, after said public hearing, continued action on the request until January 13, 1999, in order to provide the applicant with an opportunity to provide additional information on the visual impact of the proposal and provide staff with an opportunity to provide additional information on potential similar situations within the community; and WHEREAS, on January 13, 1999, after a public hearing, the Planning Commission voted (4-2) to recommend an amendment to the comprehensive plan and PUD concept - only - approval of the proposal with conditions. Prince of Peace Luther Church has requested additional time to work on the building's design details and improvements to the site and landscape plans along with more engineering, utility and ponding detai)s; and WHEREAS, on April 14, 1999, after a public hearing, the Planning Commission reviewed the refined concept site plan and determined that it was an acceptable refinement of the plan originally approved on January 13,1999; and NOW THEREFORE BE IT RESOLVED by the City Council (the "Council") of the City of Roseville, Minnesota (the "City"), Ramsey County, Minnesota, hereby approves the amendment to the land use designation on the Comprehensive Plan map from LDR (Low Density Residential) and CH (Church) designation for the land use designation of the two parcels (2555 and 2561 Victoria Street North) to High Density Residential.
