<br />considers all standards and purposes of the Comprehensive Land Use Plan to achieve a <br />maximum coordination between the proposed development and the surrounding uses, the <br />conservation of woodlands and wetlands, and the protection of health, safety and welfare <br />of the community as well as the neighborhood. <br /> <br />The process also allows the City to consider the location of the buildings, compatibility, <br />parking areas and other features with respect to the topography of the area, drainage <br />areas, and existing natural features; the efficiency, adequacy and safety of the proposed <br />layout of internal streets and driveways; the adequacy and location of green areas; the <br />adequacy, location and screening of parking areas; and such other matters as the City may <br />find to have a material bearing on the stated standards and objectives of the <br />Comprehensive Land Use Plan. <br /> <br />1.3 The hearing and action schedule for this project is as follows: <br /> <br />July 8,1998 <br />August 4, 1998 <br />August 12, 1998 <br />December 9, 1998 <br /> <br />December 14,1998 <br />January 13, 1999 <br />January 25,1999 <br /> <br />February 11, 1999 <br /> <br />2.0 Background <br /> <br />Planning Commission sketch plan review of project <br />Park and Recreation Commission review of project <br />Planning Commission sketch plan review of project <br />Planning Commission held the hearing on comprehensive plan <br />amendment and concept development plan and requested more <br />review time <br />City Council action to extend review time to March 9, 1999 if needed <br />Continued Planning Commission action <br />City Council action on comprehensive plan amendment and concept <br />development (if needed) <br />City Council hearing and action on final development plan and <br />preliminary/final plat, and action on PUD/Subdivision Agreement <br /> <br />2.1 Prince of Peace Lutheran Church owns the property at 2561 Victoria Street North and <br />holds a purchase agreement for the property at 2555 Victoria Street North (south of the <br />church parcel), which is owned by Lloyd Huberty Et AI. The property occupied by the <br />church is zoned R-1, Single Family Residential, and the Comprehensive Plan identifies the <br />property as Church. The Huberty property (2555 Victoria Street North) is zoned R-1, <br />Single Family Residential, and the Comprehensive Plan identifies the property as Low <br />Density Residential. (Based on the size ofthe Huberty lot, it would be possible to divide <br />the Huberty site into 5-6 single family lots with a roadway along one edge.) Adjacent land <br />uses include Central Park to the south, east, and west. To the north is railroad right-of-way <br />and County Road C. Further east and south are single family residential areas, and further <br />north across County C are the Owasso Ballfields and single family residential area. <br /> <br />2.2 Prince of Peace Lutheran Church and Senior Housing Partners, LLC, are proposing to <br />construct a 56-unit three-story senior housing building with underground parking in the <br />northwest portion of the site.
