<br />Request For Planning Commission Action <br />Date: <br />Item No: <br /> <br />04/14/99 <br />6b <br /> <br /> <br />Manager Approved: Agenda Section: <br />Pubiic HearIngs- <br />PRINCE OF PEACE ALTERNATIVES FOR CONCEPT PUD (PF3049) <br /> <br />Backaround: <br />On January 25, 1999, the City Council approved, at the developer's request, at least a 60 day <br />extension to the review period for the concept PUD and the Comprehensive Plan change to <br />high density. <br /> <br />On March 22,1999, the City Council directed the review of concept alternatives back to the <br />Planning Commission. The Commission was asked to compare and comment on the amended <br />site plan (northwest side development) by comparison to the original proposal along the west <br />side. (Previously, the west side concept plan was recommended for approval by the <br />Commission.) <br /> <br />Pastor Vern Rice and members of the Prince of Peace development team will be present at the April <br />14, 1999 Planning Commission meeting to report on design progress for the adjoining Lloyd <br />Huberty 2.09 acre single family R-l site. A number of alternatives have been identified: <br /> <br />1. Detached 56 unit Senior Housing Building (original proposal) along northwest side <br />of the church. <br />1.1 (from March 16) A tiered 56 unit senior building and townhouses located <br />along the east and south property line. <br />1.2 (from March 16) A tiered 56 unit senior "L" shaped building (3 stories <br />maximum, with materials matching the church) located off the <br />northwest corner ofthe church with underground parking. Eventually, <br />this was the alternative chosen by the Church for the amended <br />CONCEPT plan review on April 14, 1999. <br />2. Attached-to-church Senior ~ousing along east and north side of church. <br />3. Townhomes (approximately 20 units) for seniors. <br />4. No new buildings, city purchase, add City parking space, with pathways into park. <br />5. Do nothing and allow private sector to develop Huberty property. Staff has received <br />inquiries about subdivision for single family lots (4 to 6 lots) . <br />Staff Comment: <br />The amended CONCEPT site plans are attached. (See attached sketches dated 4/8/99.) More <br />information and photo-images will be presented at the meeting by the Church. The original staff <br />report and Planning Commission recommendation for this case is attached. <br /> <br />.=~:, . <br /> <br />Plannina Commission Action Sought: Compare, comment, make a recommendation on the <br />amended Concept site plan (northwest side development) by comparison to the original Planning <br />Commission recommendation of the proposal along the west side.
