<br />4. The substandard size of the parcel creates a physical hardship for the <br />applicant. The applicant's need for an accessible bedroom and bathroom <br />on the main floor creates a practical difficulty. <br /> <br />5. The proposed variance is in harmony with the general purpose and intent of <br />the City's Comprehensive Plan and Title 10 of the City Code (Zoning). The <br />proposed addition will not extend beyond the established building line along <br />South McCarrons Boulevard or reduce the setback of the structure from the <br />ordinary high water level of McCarrons Lake. <br /> <br />6. The proposed variance, if granted, will not adversely affect the public health, <br />safety, or general welfare. <br /> <br />4.0 STAFF RECOMMENDA TION <br /> <br />4.1 Based on the findings outlined in Section 3.1, staff recommends approval of the <br />request for a variance to allow the construction of a 12' x 32' addition to a non- <br />conforming residential structure at 257 South McCarrons Boulevard. This <br />recommendation is made pending additional MnDNR comment on this request. <br /> <br />5.0 PLANNING COMMISSION ACTION <br /> <br />5.1 After a public hearing on August 12, 1998, the Planning Commission recommended <br />approval of the request for a variance from Section 1011.02 to allow the <br />construction of a 12' x 32' addition to a non-conforming residential structure on a <br />lakeshore lot at 257 McCarrons Boulevard, based on the findings outline in Section <br />3.1, pending approval from the Minnesota Department of Natural Resources, and <br />with the following provision: <br /> <br />1. A plan for adding vegetative screening on the house from Lake McCarrons <br />must be submitted to the City for review in conjunction with the plans for a <br />building permit, and such vegetation must be installed in conjunction with <br />construction of the addition. <br /> <br />5.2 The Planning Commission's draft minutes are attached. <br /> <br />6.0 SUGGESTED COUNCIL ACTION <br /> <br />6.1 By motion, approve of the request by Robert Schroeder for a variance from City <br />Code Section 1011.02 to allow the construction of a 12' x 32' addition to a pre- <br />existing, non-conforming residential structure on a lakeshore lot at 257 McCarrons <br />Boulevard, based on the findings outlined in Section 3.1, pending approval from the <br />Minnesota Department of Natural Resources, and with the following provision: <br /> <br />PF3053 - RCA (08/24/98) - Page 3 of 4 <br />
