The City approved the
subdivision of the property and the creation of this parcel in 1987. The property is
zoned R-1 Single Family Residential, and the Comprehensive Plan identifies the
property as Low Density Residential. Adjacent land uses are Walsh Lake to the
west, single family residential to the north and east, and a two-family dwelling to the
south.

2.2 Mr. Kelsey and Ms. Friedemann are requesting a variance from Section 1004.02(D),
City Code, to reduce the front yard setback to 20 feet and a variance from Section
1016.16 to reduce the setback from the ordinary high water level of Walsh Lake to
37.5 feet for the purpose of establishing a building pad on the parcel.
