<br />--r' <br /> <br />REQUEST FOR CITY COUNCIL ACTION <br />DATE: 06/22/98 <br />ITEM NO: K-l <br /> <br />Department Approval: <br />rJliJ <br /> <br />Item Description: <br /> <br />Manager Approval: Agenda Section: <br />~ Report/Recommendation <br /> <br />Roseville Housing Improvement Program <br />Housing Replacement Program - Voluntary Purchase Proposals <br /> <br />1.0 Requested Action <br /> <br />1.1 City staff is requesting direction from the Council to begin the negotiations for the <br />purchase of 2190 St. Croix Street by ordering an appraisal of the home and land as <br />part of the Housing Replacement Program. Funds for the appraisal, estimated at <br />$500, would come from the City Housing Improvement Fund. <br /> <br />1.2 In addition, staff is requesting the approval from Council to deal with two other <br />voluntary requests for purchase under the program with renovation financing and <br />facilitating redevelopment options. <br /> <br />2.0 Backaround <br /> <br />2.1 A housing replacement program was established in 1996 to help the City purchase <br />outdated or non-code compliant structures that could not be economically <br />rehabilitated or sold on the open market. The purpose of the program is to replace <br />deteriorating lower value housing on scattered sites throughout the City with larger, <br />higher value housing designed for families. The objective of the program is to <br />increase the property value of the home and improve the value and aesthetics of <br />the neighborhood properties. For 1998, the City has a goal to voluntarily purchase <br />three homes that qualify under the program. <br /> <br />2.2 Several homes were identified as candidates for the voluntary purchase under the <br />program using Ramsey County data with assessed values under $65,000 and in fair <br />to poor condition. After a drive by inspection of the homes identified, staff mailed <br />letters to approximately 20 homeowners noting that their home may qualify under <br />the voluntary purchase program. <br /> <br />2.3 This year the City currently has purchased two homes. Those homes are located <br />at 2100 William Street and 2668 Lexington Avenue. In addition, the City purchased <br />a tax forfeited vacant parcel from Ramsey County to combine with the home at 2100 <br />William under the program.
