Attached is a summary of the property
facts, map of sites and photos of each home. Each home has been inspected and
meets the criteria under the program for deteriorating and substandard in size.

Of the three homes under consideration staff would rate the home at 2190 St. Croix
Street as a first priority due to its present condition, the neighborhood appeal and
size of the lot.

2190 St. Croix Street Property Facts

The home at 2190 St. Croix Street is a 1 story, single family dwelling with an
attached frame garage on a 75' x 104' irregular sized site. The property is
located in R-1 zoning West of Cleveland on the South side of the City.

The home was built in 1948. The square footage of the home is 1,360. The
home has three bedrooms, one bath and a full basement. The overall condition
of the home according to Ramsey County records is average which was last
updated in 1991. Due to deferred maintanance and according the City
inspection the home is in fair to poor condition with foundation problems,
buckling exterior siding and water damage.

The home is owned by Daniel Bohen who is currently in a nursing home. The
daughter Kathy Wyman was directed to handling the sale of the home for her
father by the courts. The property pays taxes at a homestead rate and the
owner's son temporarily occupies the home.

The land has a 1997 assessed value of$31,800 and the improvements $51,100.
Total assessed value is $82,900. It is estimated that the property is over
assessed based upon the current condition of the home. An appraisal will more
accurately determine the value of the home for negotiation purposes.

Options for 450 W County Road Band 335 Burke

450 W County Road B: This home is very small with no basement but in good
condition on a very large skinny lot. Staff would not recommend purchasing this
home at this time due to the width of the lot at 50' and the limited options for reuse
as a site for a new home. Roseville's current standards require a minimum lot
width of 85' for a new home. The lot is quite deep at 365' and could potentially
make a nice subdivision if it were combined with one or more adjoining properties
to the East. Staff recommends reviewing three options.

RCA - HRP, 2190 St. Croix 06/22/98 - Page 2 of 4
