<br />REQUEST FOR CITY COUNCIL ACTION <br />DATE: 11/23/98 <br />ITEM NO: c- 3 <br /> <br />Manager Approval: <br />~& <br /> <br />Agenda Section: <br />Consent <br /> <br /> <br />Roseville Housing Improvement Program <br />Housing Replacement Program - Sell 2190 St. Croix <br /> <br />1.0 Requested Action <br /> <br />1.1 City staff is requesting the approval of the sale of 2190 St. Croix Street as part of <br />the implementation of the Housing Replacement Program under the Roseville <br />Housing Improvement Program. <br /> <br />2.0 Background <br /> <br />2.1 The housing replacement program was established in 1996 to help the City <br />purchase outdated or non-code compliant structures that could not be economically <br />rehabilitated or sold on the open market. The purpose of the program is to replace <br />deteriorating lower value housing on scattered sites throughout the City with larger, <br />higher value housing designed for families. The goal of the program is to increase <br />the property value of the home and improve the value and aesthetics of the <br />neighborhood properties. <br /> <br />2.2 The Council approved the purchase of the home at 2190 St. Croix Street for <br />$60,000 on July 27,1998. <br /> <br />2.3 Staff has subsequently been marketing the property for sale with the goal to build <br />a new single family home under the provisions of the Program Design and Site <br />Criteria. A mailing was sent to over 60 homebuilders. In addition, the lot was <br />advertised in the Builders Association newsletter. <br /> <br />2.4 One proposal, with two designs, was submitted by Preferred Builders. The <br />Roseville Development Review Committee reviewed the design and made <br />suggestions to the plans to better meet the goals of the program.
