<br />4.0 STAFF RECOMMENDA TION <br /> <br />4.1 Based on the findings outlined in Section 3.1, staff recommends denial of the <br />request for a variance to increase the lot coverage to 44.8% of the required rear for <br />the purpose of constructing a 28' x 36' garage at 669 Shryer Avenue West. <br /> <br />4.2 As an alternative, staff recommends approval of a variance to allow the placement <br />of an accessory building on the through lot at the rear or north side of the lot <br />adjacent to Skillman. The building should be oriented so that the side of the garage <br />wall faces north and is visible from Skillman. In addition, the driveway parking area <br />in front of the garage doors should be screened with landscaping from view of the <br />homes across Skillman facing this project. <br /> <br />4.3 Staff also recommends a variance to increase the lot coverage to 25.6% for the <br />purpose of constructing a 24' x 24' (576 square feet) garage, provided said garage <br />is set back at least 40 feet from the right-of-way line of Skillman Avenue. <br /> <br />5.0 SUGGESTED PLANNING COMMISSION ACTION <br /> <br />5.1 By motion, recommend denial of James Christensen's request for a variance to <br />increase the coverage of the required rear yard from 25% to 44.8% for the purpose <br />of constructing a 28' x 36' detached garage at 669 Shryer Avenue, based on the <br />findings outlined in Section 3.1 of this report. <br /> <br />5.2 By motion, recommend approval of a variance to allow the placement of an <br />accessory building in the front yard area of a through lot and a variance to increase <br />the lot coverage to 25.6% for the purpose of constructing a 24' x 24' (576 square <br />feet) garage, provided said garage is set back at least 40 feet from the right-of-way <br />line of Skillman Avenue and has the side wall facing north toward Skillman Avenue, <br />with appropriate landscape screening of the parking area. <br /> <br />5.3 The Planning Commission's recommendation will be forwarded to the City Council <br />for final action on August 24, 1998. <br /> <br />Attachments: Location/notification map; public hearing notice; proposed site plan; building elevations; letter <br />from adjacent property owner; photographs of property. <br /> <br />60-day Time Limit: Application accepted on July 17, 1998; application excepted as complete on June 22. <br />1998; decision deadline is September 15, 1998. <br /> <br />Prepared by: Kim L.
