<br />,. <br />REQUEST FOR CITY COUNCIL ACTION <br /> <br />'?QfoQ7 <br />----- <br /> <br />DATE: 10/11/99 <br />ITEM NO: <br />Manager Approved: Agenda Section: <br />iJ CONSENT <br />Item Description: APPLICATION FOR LIVABLE COMMUNITIES DEMONSTRATION <br />ACCOUNT FUNDS [PF3160, HAMLlNE COMMONSl <br /> <br /> <br /> <br />1.0 BACKGROUND <br /> <br />1.1 Roseville has an opportunity to submit an application to receive Livable Communities <br />Demonstration Account grants. <br /> <br />1.2 A grant application for $600,000 in Demonstration Account funds has been prepared. <br />These funds would assist in providing senior and neighborhood space within a senior <br />housing structure proposed by Presbyterian Homes and Kraus Anderson located at <br />2797 -2833 Hamline Avenue North (Hamline Center). <br /> <br />1.3 The grant application also requested $250,000 in Transit Demonstration funds to create <br />an enclosed "mini-HUBI! especially for the neighborhood and seniors, with Roseville's <br />circulator as the primary transit vehicle. <br /> <br />1.4 The project would include three levels of market rate senior housing (120 units) and <br />ground level neighborhood offices and stores. It is consistent with the Comprehensive <br />Plan designation and complimentary to future uses of the Hamline Center. <br /> <br />1.5 land use hearings will be required of this project probably after January 1,2000. <br /> <br />2.0 Suggested Council Action <br /> <br />By resolution (draft attached), authorize the City Manager to apply to the Metropolitan <br />Council for funding on behalf of the City and to execute such agreements as are <br />necessary to implement the project, after final review by the City Council. <br /> <br />Attachment: Grant Application <br /> <br />Q;\Plan ning Fires\3160_EP A Grant Acceptance\RCA (101199).doc <br /> <br />PF3144 - RCA (10 1199).doc Page 1 of 5 <br />
