Site Location <br /> <br />The project area consists of 6.11 acres at 2819 Hamline Avenue N in the City of <br />Roseville just north of County Road C and East of Snelling Avenue. (Refer to <br />Roseville Location Map in attachment F). The adjacent land uses include Super <br />America Gas Station, multi-family housing, The Harnline House Condominiwn <br />primarily occupied by seniors, City Park, two churches and an office building. (Refer <br />to Site Map in Attachment F) <br /> <br />Roseville's vision for the Hamline Shopping/Commons Area within the <br />Comprehensive Plan is consistent with the Metropolitan Council's Livable <br />Communities Policies. The proposed project is in Planning District 3-2 and <br />implements the City's Comprehensive plan as noted in the 1998 update as follows. <br /> <br />Planning District site 3-2 is designated as Shopping Center Area and <br />is located within a single family and mixed multi-family residential <br />area. In 1994, the Planning Commission recommended changing the <br />designation to Medium Denrity Residential/Business. The City <br />Council took action to change the designation from Shopping Center <br />to Business, and concurred that if the shopping center redevelops, it <br />will redevelop as a mixed use development within Medium Density <br />Residential Uses and a smaller neighborhood shopping center. <br /> <br />Roseville 's policy has been to use site specific Planned Unit <br />Development Zones and Development contracts in redevelopment <br />areas with mixes of uses. Hamline Commons will be created as a <br />Planned Unit Development zone. <br /> <br />8. Threshold Criteria Measurement <br /> <br />a. Housing Densities- 21-30 units per acre <br /> <br />b.
