positions indicate those that are not anticipated to increase with new growth. These primarily
consist of department/division heads and management/ supervisory positions.

City staff have indicated that because Roseville is maturing, moving from a developing city to a
built out City, that additional supervisors/managers are not anticipated. The table below
summarizes the current level of service of non-fixed administrative positions in the City and
projects the number of new personnel required under each growth scenario based on the current
level of service.

General Government Personnel Projections
City of Roseville

Total Number of Gen. Rou~ded up to nearest whole slaff position.
(2) Estimate based on typical salary including benefits.

There.are a total of 5 non-fixed staff positions. Based on the current number of residents and
jobs in the City, 71,616, there are 14,323 residents and jobs per non-fixed staff position. Under
the Trends Growth scenario, which projects and additional 6,165 residents and jobs, a total of 1
new personnel will be required (6,165 divided by 14,180 rounded up to the nearest whole
position): For the Concentrated Growth scenario, 3 additional personnel will be required. This is
because 34,047 residents and jobs will be added to the City from new growth by 2020 and 34,047
divided by 14,323 equals 3 rounded up to the nearest whole position.

For purposes of the fiscal analysis, the annual salary for a new administrative staff position is
estimated to be $48,800 including benefits. This salary and benefit amount, representing a
typical administrative position, is in constant 1999 dollars.

B.
