<br />31. Pre-1940 Housing Unit Percentage. This is used to detennine the City Revenue Need <br />described in Point 32 below. <br /> <br />32. City Revenue Need. This is a component of thl: Local Government Aid fonnula provided by <br />the State. The fonnula for this includes the CII Market Value Percentage (Point 28) and the <br />total population of the City (Point 20). Any changes in these variables are reflected in <br />marginal changed to the City Revenue Need variable. The fonnula for cities with a <br />population greater than 2,500 is as follows: 3.462312 times the housing percentage plus <br />2.093826 times the CII percentage plus 6.862552 times the population decline percentage <br />plus .00026 times the city population plus 152.0141. <br /> <br />33. Payable City Net Tax Capacity. This is the City's previous years net tax capacity, which in <br />this definition is the total tax capacity minus FD Contribution Capacity and TIF revenues <br />plus FD Distribution Tax Capacity. It is used to detennine the City Aid fonnula (Point 37). <br /> <br />34. Tax Effort Rale. This is the result 'of dividing the previous years statewide total payable net <br />levy for all cities by the statewide total payable equalized net tax capacity for all cities. This <br />rate is the same for all cities and is used to detennine the City Aid fonnula (Point 37). For <br />purposes of the fiscal analysis, this value remains constant using the snapshot approach. <br /> <br />35. Need Increase Percentage. This is the percentage that is needed to increase the total local <br />government aid for all cities to the amount of local government aid appropriated for cities in <br />the current year. The need increase percentage is the same for all cities, and is used to <br />detennine the City Aid fonnula (Point 37). For purposes of the fiscal analysis, this value <br />remains constant using the snapshot approach. <br /> <br />36. City Base Aid. This is the total of Roseville's 1993 Local Government Aid, 1993 <br />equalization aid. and 1993 disparity reduction aid. It is the base value from which increases <br />have been calculated since 1993. The 1993 value for Roseville is $3.1 million and is added <br />to the City Fonnula Aid (Point 37) each year to detennine the total Local Government Aid <br />(Point 39). <br /> <br />37. City Formula Aid. This is added to the City Base Aid (Point 36) to derive the total aid for <br />the year (Point 38). It is calculated each year based on the following fonnula referring to the <br />points above: 35 x (32 x Previous Year's Population)-(33 x 34). <br /> <br />38. Total Aid. Total Aid is the sum of City Formula Aid and the City Base Aid. <br /> <br />39. Total Aid After Deductions. This is the final Local Government Aid amount after a minor <br />amount of State administrative and other costs are subtracted.
