Q1!.a.li.t\' ControL We believe a major re.;,i~on for T.-\' s national reputation for <br />comprehensive fiscal analysis i~ the quali(y control approach to our work products. <br />We bring a "de'lit's advocate" approach to thi$ assignment, That is, we will evaluate <br />the information and data in lem1$ of b~ing supportable and ~ustainable. Another pan <br />of the quality control consideralion is our national expertise. in the areas of financial <br />analysis and economics, capital impro\'ement planning. re\'C:.nue strategies. land use. <br />demographics a.nd growth policy analysis. <br /> <br />2. Technical ApQroach. There are several fiscal impact methodologies one could <br />utilize. The most COtTUhOn is the average cost-per capita approach, The. major <br />problem wi[h this methodology is that it 1l1asks timing as well as geographic issues. <br />For example. if the parks and recrea.tion budget were divided by population to derive <br />a per capita figure, this figure would be applied [Q population regardless of where and <br />when the new housing occurred. Another approach which is sometimes used on a <br />regional or state basis is a combina.tion of the per capita-average cost approach. <br />service standard multiplier approach and proporrional evaluation approach, The <br />combination of these methodologies can result in significant dislonions of the fiscal <br />impacts becau~e of (he va.rious disadvantage5 to the methodologies. A change of a .1 <br />facto~ against a number of the ~er\,jce standard factors IJsed could be ....ery influential <br />in the fiscal findings. An exampl~ of the problems with these re.gional or stalc <br />approaches is discu$sed under references. <br /> <br />Under the case study-marginal cost approach. a more realistic II1cthodoll)gy, the <br />available capacity of parks would be as,:enained. and the need for a new park would <br />be forecasted with the resulting capiral (osts for land and equipment Once open. the <br />operating expenses would also be incorporated specific to that park. Other rdevant <br />operating costs would also be noted. Under this approach. the location of 200 homes <br />in a newly opened up area of a City could have a significantly different impact ~han if <br />those 200 homes were in an infiU situa.tion, This case study-marginal cost approach is <br />more time consuming and therefore mor~ costly. As noted further below, the ca.s~ <br />study-marginal cOSt approach will be utilized by T A in. this assignment. <br /> <br />II. PROPOSED SERVICES AND PRODUCTS <br /> <br />. . <br />It 1$ our understanding that there will be eight jurisdiction~ and two school district$ <br />included as part of this work effort.
