<br />Check in with liaison group. Hold second meeting with liaison group to go over scenarios, land use <br />categories, case study communities, proposed nonfiscal impacts study areas and the allocated forecasts. <br />This is an important time for outside input, prior to having the consultant go out into the field with <br />assumptions in place. <br /> <br />Field Work: <br /> <br />Conduct community interviews and prepare "level of service" paper. Consultant conducts in-depth <br />interviews with municipal staff of case study communities, gathering data on costs, revenue sources and <br />level of services provided. The data will include all funded activities that are affected by developmenr. <br />The data will also include capital costs, as well as operating and maintenance expenses and revenues. <br />This data-gathering will collect information on other factors as well-infrastructure maintenance not <br />being undertaken in the central cities, for example. The communities are not being asked to calculate <br />future demands-the fiscal impact model will do this. Case study communities will be asked to confirm <br />that the level of service paper describes reasonable assumptions about the cost and revenue system and <br />that the data are accurate. <br /> <br />Conduct nonfiscal impact analysis. Council staff will design and conduct nonfiscal impact studies in <br />topic areas determined earlier. <br /> <br />Check in with liaison group. Review level of service paper with the liaison group. <br /> <br />Model Development and Analysis: <br /> <br />Prepare fiscal impact model and fiscal impact report. Based on interviews and level of service paper, the <br />fiscal impact model is developed and analyzed. A fiscal impact analysis will be generated for each case <br />study community. The fiscal impact report will discuss the reasons for the annualized expenditures as <br />well as revenues to the communities by type of service and by type of land use. The revenues will <br />include all revenue sources, and the costs will include both operating expenses and capital costs. <br />Therefore the community will understand the magnitude of any net costs that exist for the different land <br />uses under the two alternatives. <br /> <br />Expected Results: <br /> <br />. Fiscal impact analysis for each sample community and both sample school districts. <br />. Fiscal impact analysis of land use prototypes for application on a broader scale. <br />. Application and analysis of impacts and prototypes to region as a whole. <br />. Analysis of infrastructure replacement needs in mature communities. <br />. Analysis of nonfiscal impacts of growth. <br />. Review of impact of growth development patterns 011 sustainable development. <br /> <br />How 'the Metropolita~ Council W~II Use tbe Results: <br /> <br />The results of the study will be used (1) to assist local governments in analyzing impacts of local land use <br />decisions; (2) to seek appropriate legislative tools to encourage better planned, cost-effective <br />_ develupment; and (3) to inform the Council as it works with local governments on development actions. <br /> <br />The Council will publish and distribute the results of the study through the media, the Council's Data <br />Center and the Council's Web Page. The results will also be communicated to local governments through <br />the Council's Sector Representative program. In addition.,- staff will use the infonnation when working <br />with localgovemments in reviewing.their comprehensive plans. <br />
