<br />REGIONAL FISCAL IMPACT STUDY <br />FUNDING AGREEMENT <br /> <br />THIS FUNDING AGREEMENT is between the Metropolitan Council ("Council") and the <br />City of Roseville ("City"). <br /> <br />WHEREAS, the Council is undertaking a Regional Fiscal Impact Study which will identify and <br />analyze the fiscal impacts of growth and development within the seven-county metropolitan area <br />and help the Council and other metropolitan-area governmental units implement the Council's <br />Regional Growth Slraregy; and <br /> <br />WHEREAS, the Council's governing body authorized its Regional Administrator to execute a <br />contract with a nationally recognized consultant to conduct a Regional Fiscal Impact Study; and <br /> <br />WHEREAS, the City is willing to contribute financial and staff resources in support of the <br />Regional Fiscal Impact Study and is willing to participate as a case study community. <br /> <br />NOW THEREFORE, in consideration of the mutual promises and covenants contained in this <br />Funding Agreement, the City and the Council agree as follows: <br /> <br />1. The Council will provide or arrange for sufficient funding, staffing and other resources <br />to complete the Regional Fiscal Impact Study and the City's individual case study in a timely <br />manner. The Council will contribute $225.900.00 for the Regional Fiscal Impact Study. hire a <br />consultant to conduct the Regional Fiscal Impact Study and the City's individual case study, <br />provide a staff project manager, provide staff resources for nonfiscal analyses. and assume the <br />reproduction costs for all final publications. The Council also will coordinate the consultant's <br />performance of the study and the City's participation as a case study community. <br /> <br />2. The City will participate as a case study community in the Council's Regional Fiscal <br />Impact Study. As a case study community the City will: <br /> <br />(a) Provide $10,000.00 to the Council which the Council will use only for the purposes of <br />funding the Regional Fiscal Impact Study and defraying the cost of the City's <br />individual case study. The City will provide the funding to the Council within forty- <br />five (45) business days after final execution of this Funding Agreement. <br /> <br />(b) Provide reasonable staff time and will work with Council staff to develop population, <br />household and employment forecasts for two growth scenarios for the City, identify <br />fiscal impact zones within the City, and designate approximately eight (8) land use <br />prototypes within the City. <br /> <br />Page 1 of 2 Pages <br />
