<br />TASK 8 <br /> <br />Calculate Prototype Fiscal Impact Results <br /> <br />The previous fiscal impact work will have calculated the demands for services and resulting fiscal <br />consequences of development for all of the relevant land use activities. It will reflect a true case study- <br />marginal cost approach. This task will use the information collected and calculate the costs for up to <br />eight land use categories on a "snapshot" prototype basis. As an example, if the case study-marginal <br />cost approach reflected an increase in park capital costs over the forecast period of $500,000 and the <br />community increased its population by 25,()(X) persons, the per capita cost will be $20 for the parks and <br />recreation capital costs. An appropriate calcu1a~oD methodology will be utilized for all revenues, <br />capital costs. and operating expenses. The methodology will be different in most cases from the per <br />capita-average cost approach in which the cunent recreation budget would be divided by current <br />population to equal the cost per capita. <br /> <br />We will prepare the fISCal report on up to eight land use types for each community. This report will <br />discuss the full cost allocation for each prototype land use, (the average share of capital costs operating <br />expenses and revenues by land use type) and will be preSented on a per'unit basis for residential ~d a <br />square foot baSis for nonresidential. An Appendix. to the report will contain a brief description of the <br />cost and revenue assumptions as utilized and modified from the previous level of service and cost and <br />revenue factor memorandum. <br /> <br />For each school district, we will utilize the appropriate residential categories. <br /> <br />We will prepare. a draft report for each community/school district After mutually agreed changes are <br />made we will prepare a final report. <br /> <br />Work Product: Land Use Prototype Fiscal Results Report <br /> <br />TASK 9 Assist in Regional FISCal Impact Analysis Activities <br /> <br />We will work with the council staff to apply the case study-marginal cost fiscal impact findings together <br />with the land use prototypes for each of the communities/school districts to the Metro Council members <br />in order to provide a proxy in terms of the overall fiscal impact estimates of both scenarios. This is <br />likely to mclude a discussion of the hierarchy of land uses by type. We will provide a technical review <br />of the Council staff paper discussing policy implications of the findings and will provide a critique of <br />the recommendations. <br /> <br />Work Product: MemorOniia as Appfoprlme. - .. <br /> <br />TASK 10 Assist in Review of Non-fiscal Impacts of Growth <br /> <br />We are prepared to provide our expertise in cOII1IMnting on the Council st3frs .non-fiscal impact studies <br />in various topic areas.
