3.Parking Reduction and Cap: Minimum off-street parking requirements for uses <br />215 <br />within the CMU district may be reduced to 75% of the parking requirements in <br />216 <br />Chapter 1019 of this Title. <br />217 <br />4.Maximum off-street parking shall not exceed the minimum requirement unless the <br />218 <br />additional parking above the cap is structured parking. <br />219 <br />220 <br />5.Surface Parking: Surface parking shall be divided into smaller parking areas <br />221 <br />with a maximum of 100 spaces in each area, separated by landscaped areas <br />222 <br />at least 10 feet in width. Landscaped areas shall include pedestrian walkways <br />223 <br />leading to building entrances. <br />224 <br />L.Standards for Nighttime Activities: Uses that involve deliveries or other <br />225 <br />activities between the hours of 10:00 P.M. and 6:00 A.M. (referred to as <br />226 <br />“nighttime hours”) shall meet the following standards: <br />227 <br />1.Off-street loading and unloading during nighttime hours shall take place <br />228 <br />within a completely enclosed and roofed structure with the exterior doors <br />229 <br />shut at all times. <br />230 <br />2.Movement of sweeping vehicles, garbage trucks, maintenance trucks, <br />231 <br />shopping carts, and other service vehicles and equipment is prohibited <br />232 <br />during nighttime hours within 300 feet of a residential district, except for <br />233 <br />emergency vehicles and emergency utility or maintenance activities. <br />234 <br />3.Snow removal within 300 feet of a residential district shall be minimized <br />235 <br />during nighttime hours, consistent with the required snow management plan. <br />Proposed Procedures Amendments <br />236 <br />In review of Table 1005-1, the Planning Division has proposed a use change that requires <br />237 <br />the Conditional Use processes; includes the following new use: single or multi-tenant <br />238 <br />building greater than 40,000 sq. ft. <br />239 <br />Specific <br />Section 1009.02.D is proposed to include the following amendments: <br />240 <br />Standards and Criteria (for conditional use): <br /> When approving the conditional use <br />241 <br />identified below, all of the additional, specific standards and criteria shall apply. <br />242 <br />37. Retail, general and personal service, single or multi-tenant building >40,000 sq. <br />243 <br />ft. Requirements hereafter shall apply only to retail, general and/or personal <br />244 <br />service buildings greater than 40,000 sq. ft. where said building(s) are located 300 <br />245 <br />feet or less from City park land and/or low-density residential. <br />246 <br />a.Development shall include a minimum 20-foot landscape buffer; this <br />247 <br />requirement is in addition to requirements of Section 1011.03, Landscape and <br />248 <br />Screening in all Districts. <br />249 <br />b.Buildings shall be stepped with lower heights placed nearer park land and/or the <br />250 <br />low-density residential districts, while greater heights shall be placed near the <br />251 <br />public street.
