REQUEST FOR COUNCIL ACTION <br /> Date: 9/15/2014 <br /> Item No.: 14.a <br />Department Approval City Manager Approval <br />Item Description: Concept Plan Review of Redevelopment Proposal by Cities Edge <br />Architects for the Old Dominion Property <br />B <br />ACKGROUND <br />1 <br />A number of months ago, the Community Development Department met with representatives of <br />2 <br />Cities Edge Architects regarding the redevelopment plan for the Old Dominion property. It was <br />3 <br />recommended that they could review the project with the City Council at a worksession since <br />4 <br />there are potential modifications to the development requirements within Twin Lakes currently <br />5 <br />in process. <br />6 <br />The Community Development Department has also been working with the development group <br />7 <br />(JAVA Development) planning to redevelop the Xtra Lease property and last month held a <br />8 <br />conference call with both development groups to discuss a joint or unified development plan. At <br />9 <br />that time, it appeared that both projects could proceed forward on a similar timeline. However it <br />10 <br />now appears that the JAVA development will not be able to keep up with the Cities Edge <br />11 <br />timeline and will be brought to the Council separately. It also appears that some of the joint <br />12 <br />integration that could have occurred, such as stom water management, will be designed <br />13 <br />separately. <br />14 <br />The proposed Cities Edge project will will consist of a five (5) story Home2 Suites with 102 <br />15 <br />guest rooms. The design closely follows the most current prototype design with very minor <br />16 <br />modifications for site adaptation and city zoning requirements. The overall site is an L shaped <br />17 <br />parcel 3.723 acres in size. As part of this project the site will be master planned and engineered <br />18 <br />to accommodate the Home2 Suites which will be constructed in 2015 and a Hampton Inn which <br />19 <br />will also be constructed in 2015. A storm water management plan will be developed to <br />20 <br />accommodate the entire site. Based on current conceptual design it is anticipated that a portion of <br />21 <br />the required storm water retention will utilize a surface retention pond and the balance will need <br />22 <br />to be managed with underground retention. An overall landscape plan will be developed as well. <br />23 <br />Based on the conceptual site plan, the Home2 Suites would be located in the southeast corner of <br />24 <br />the parcel adjacent to Mount Ridge Road, while the Hampton would be located in the northwest <br />25 <br />corner of the parcel adjacent to Iona Lane and Cleveland Avenue. Vehicle access is proposed <br />26 <br />from Iona Lane (adjacent park-and-ride) and Cleveland Avenue (southern border), and the <br />27 <br />project is continuing its efforts to share with JAVA at the south. Both of these building locations <br />28 <br />are in compliance with the Regulating Plan, as is the internal shared parking design. <br />29 <br />Page 1 of 2 <br />
