4. <br />Maximum off-street parking shall not exceed the minimum requirement unless the <br />117 <br />additional parking above the cap is structured parking. <br />118 <br />119 <br />5.Surface Parking: Surface parking shall be divided into smaller parking areas with a <br />120 <br />maximum of 100 spaces in each area, separated by landscaped areas at least 10 feet <br />121 <br />in width. Landscaped areas shall include pedestrian walkways leading to building <br />122 <br />entrances. <br />123 <br />L.Standards for Nighttime Activities: Uses that involve deliveries or other activities <br />124 <br />between the hours of 10:00 P.M. and 6:00 A.M. (referred to as “nighttime hours”) shall <br />125 <br />meet the following standards: <br />126 <br />1.Off-street loading and unloading during nighttime hours shall take place within a <br />127 <br />completely enclosed and roofed structure with the exterior doors shut at all times. <br />128 <br />2.Movement of sweeping vehicles, garbage trucks, maintenance trucks, shopping <br />129 <br />carts, and other service vehicles and equipment is prohibited during nighttime <br />130 <br />hours within 300 feet of a residential district, except for emergency vehicles and <br />131 <br />emergency utility or maintenance activities. <br />132 <br />3.Snow removal within 300 feet of a residential district shall be minimized during <br />133 <br />nighttime hours, consistent with the required snow management plan. <br />SECTION 5. Section 1009.02.D, Conditional Uses, is amended as follows: <br />134 <br />37. Retail, general and personal service, single or multi-tenant building >40,000 sq. ft. <br />135 <br />Requirements hereafter shall apply only to retail, general and/or personal service buildings <br />136 <br />greater than 40,000 sq. ft. where said building(s) are located 300 feet or less from City park <br />137 <br />land and/or low-density residential. <br />138 <br />a.Development shall include a minimum 20-foot landscape buffer; this requirement is in <br />139 <br />addition to requirements of Section 1011.03, Landscape and Screening in all Districts. <br />140 <br />b.Buildings shall be stepped with lower heights placed nearer park land and/or the low- <br />141 <br />density residential districts, while greater heights shall be placed near the public street. <br />142 <br />Buildings shall be limited to a maximum height of 35 feet when placed 30 feet or less <br />143 <br />from park land and/or low-density residential district; a maximum height of 55 feet <br />144 <br />when placed between 31 and 60 feet; and a maximum height of 75 feet when placed <br />145 <br />between 61 and 75 feet. <br />146 <br />c.The minimum parking lot setback adjacent to park land and/or low-district residential <br />147 <br />district shall be 10 feet, which area shall consist of landscaping, an opaque screen fence, <br />148 <br />or a combination thereof. <br />149 <br />SECTION 6. Effective Date. <br />This ordinance amendment to the Roseville City Code shall take <br />150 <br />th <br />effect upon passage on the 7 day of July, 2014 <br />151 <br />
