<br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 04/24/00 <br />ITEM NO: <br />Department Approval: Manager Approved: Agenda Section: <br />~ Consent <br />Item Description: Request for Spring 2000 Garage Sale SIGN PERMIT, YMCA <br />(PF3074 ) <br /> <br />1.0 Background: <br /> <br />Mr. Robert Hengelfelt, representing the YMCA Garage Sale operation, has requested approval <br />of a spring garage sale SIGN/PROMOTION pennit for May 10 through May 22.2000. to <br />provide customer directions to the new sale location - the Fairgrounds. <br /> <br />1.1 The City Code, Section 1004.01 I (attached), states that a nonnal residential garage sale may <br />be up to 3 days long, three times during anyone calendar year. The sale must be held between <br />the hours of 8:00 am and 6:00pm. For garage sales/promotions that will vary from those <br />standards, the Code requh'es Council approval. <br /> <br />Because the YMCA Sale is moving after 29 years in the same location, the posting of a sign is <br />reasonable in the following ways: <br /> <br />A) County Road B has a faster speed and higher volume traffic than most residential <br />streets in the community and thus smaller signs will be difficult to see. <br /> <br />B) The customers need forewarning of the new location prior to and during the <br />normal sale days. <br /> <br />1.2 On September 14, 1998 and each time since that, the Council expressed concern about this <br />event due to concerns for the health and safety of persons attending the sale. The YMCA has <br />taken the Council direction positively and has found a more suitable sale location. <br /> <br />2.0 Staff Findings and Recommendations: <br /> <br />The staff recommends approval of a 32 s.f. promotional sign to be placed in the yard at <br />1170 West County Road B, set back 5 feet from property lines and sidewalks. <br /> <br />3.0 Suggested Council Actions: <br /> <br />3.1 By motion, approve the 2000 Spring YMCA Sale Sign/Promotion placement at 1170 West <br />County Road B, for a period from May 10 through May 22,2000, for a 32 s.f. non-lighted <br />promotional sign to be placed in the private yard at 1170 West County Road B, set back a <br />minimum of 5 feet from all property lines and sidewalks, and no more than 8 feet in height. <br />Attachments: Robert Hengclfelt request of 04.12.00; <br />Q:\Planning Files\3074 _YMCA \RCA _ Sale2000.doc <br /> <br />1 <br /> <br />j <br />
