<br />make projects happen. Roseville City staff is also available to work with potential <br />businesses to obtain assistance through Ramsey County and State of Minnesota <br />assistance programs. It is critical to the success of the development that any private <br />investment generates revenue to be dedicated to the public park improvement and <br />ongoing park maintenance. All proposals should include a preliminary financing plan <br />which itemizes income generated for the City and any financial assistance sought by <br />the developer. <br /> <br />4.0 DEVELOPER SELECTION CRITERIA <br /> <br />The City Council will be reviewing proposals and making its selection based on the <br />following criteria: <br /> <br />4,1 Proven experience in developing this type of small mixed-use development. <br />4.2 Quality of proposed buildings and site planning which share the site and is <br />complementary to the adjoining neighborhood park. Master Plan schemes and <br />development surrounding the park edges. along Lexington Avenue and on <br />County Road "B". and on adjoining parcels facing the park are also encouraged. <br />4.3 Financial capability of Developer and/or Development team. <br />4,4 Marketing capability of Developer and/or Development team. <br />4.5 Land lease bid on a per square foot basis (more is better). <br />4.6 Development schedule including land take down schedule if applicable. <br />4.7 Amount and type of financial assistance requested (less is better). <br />4.8 Construction and long term management capability of Developer and/or <br />Development team. <br />4.9 Proven ability in working with communities. neighborhoods. and tenants <br />within a multi-tenant facility. <br />4.10 Revenue generated by the development that can enhance the adjoining park <br />and increase the city tax base. <br />4.11 Number and types of new jobs generated by the development. <br /> <br />The City Council has the right to reject any or all proposals at any time during or at the <br />end of this process. The City Council also has the right to work with the selected <br />developer to refine the proposal to best meet City goals and objectives. The city will <br />grant exclusive developer status to the successful developer for a 2 year period.
