<br />3.4 Zoning <br /> <br />The entire site currently is zoned a mixture of R-l single family residential, R-3A multi <br />-family housing (3 to 24 units per acre) and B-3 general business. The City Council will <br />consider rezoning the site as a PUD to provide design and use flexibility for well <br />designed projects that incorporate private development of 25 percent of the site with <br />the remaining 6 acres designated for park uses. <br /> <br />3.5 Adjacent Land Uses <br /> <br />The adjacent land uses include single family residential on the south and west sides, <br />office and retail uses on the north side, and retail, office. and church uses on the east <br />side. Any development proposal should take into consideration the high concentration <br />of residential property in the area and the high traffic volumes on Lexington Avenue <br />and County Road 8. <br /> <br />3.6 Environmental Status <br /> <br />The City of Roseville is currently contracting with a consultant to complete a Phase 1 <br />Environmental Assessment of the site. Several years ago a concrete vault. possibly used <br />as the school cistern. was discovered. The contents of that fault are not fully know at <br />this time. The results of the Phase I study will be shared with the chosen developer and <br />any City clean up costs will be accounted for in the financing of the proposal. <br /> <br />3.7 Utilities <br /> <br />City utilities including water. sanitary sewer, and storm sewer are in place and available <br />to the site. An 8 inch water line. an 8 inch sanitary sewer line. and a 24 inch storm <br />sewer line are available. Additional on-site ponding or a ponding feature may be <br />required either in a man-made pond/storage, parking areas, or roof holding areas. <br /> <br />3.8 Governmental Approvals <br /> <br />Depending on the specific development proposal, required approvals could include <br />rezoning, subdivision, conditional use permit. variance. and financial assistance <br />package approval from the City of Roseville plus drainage plan approval from the Grass <br />Lake Watershed District. <br /> <br />3.9 Incentives <br /> <br />The City intends to retain ownership of the land. but will extend a long term land lease <br />to the successfuI developer. The site is not located within an existing Tax Increment <br />Financing District. The City of Roseville is experienced in using tax increment <br />financing as an economic development tool and is willing to work with developers and <br />businesses to put together assistance packages to fill demonstrated financing gaps to <br /> <br />City of Roseville <br /> <br />Page 4 of7 <br /> <br />Lexington & B - RFP <br />
