<br />The Roseville Cornerstone plan seeks to support existing retail and residential uses, complimenting <br />them with additional non-competitive uses. <br /> <br />From a marketing prospective, Roseville Cornerstones collectively seek to be part of the north metro <br />area's first ring retail and residential hub for the city and the neighboring communities - such as the <br />Como Area of St. Paul, Falcon Heights, Little Canada, Shoreview and Arden Hills. There are <br />approximately 60,000 people in the immediate three mile area. <br /> <br />From a civic prospective, Roseville Cornerstones are planned to be the civic and residential identity <br />and neighborhood focus of the community, providing over 125 stores and an estimated 2,000 jobs with <br />an average of75 jobs at each intersection. It is also intended to be a meeting place for residents and <br />visitors. <br /> <br />Over time, the Cornerstone Design Guidelines and plans are to be considered a compendium of <br />information on Roseville's Cornerstone. It will include the goals and policies of the community <br />towards the Cornerstone; ordinances adopted by the City relating to quality construction in the <br />Cornerstone, specific plans for public space in those areas where public and private partnerships occur, <br />and a manual of instructions for developers and City of Roseville maintenance procedures. <br /> <br />CORNERSTONE GOALS AND POLICIES <br /> <br />GOALS: <br /> <br />Create/retain quality, "neighborhood-oriented" mixed use "Cornerstones" with low auto impact <br />residential, retail, office, civic/service, food uses. In order to achieve this goal the City and its partners <br />must: <br /> <br />1. Provide easy access by pedestrian pathways or vehicle to a variety of goods and services in a <br />human scale "village" or Cornerstone setting. <br /> <br />2. Create new jobs and retain existing job opportunities. <br /> <br />3. Preserve the existing commercial mix and vitality consistent with Roseville's development and <br />aesthetic guidelines. <br /> <br />4. Provide economic incentives (special/deferred assessments, tax: increment, bonding, and service <br />districts) where necessary. <br /> <br />5. Develop a mix of housing in and near these Cornerstones that can adapt to the life styles of the <br />residents, including senior housing. <br /> <br />3 <br />
