<br />POLICIES: <br /> <br />The City of Roseville and the Roseville Chamber of Commerce as well as the Cornerstone Merchants <br />Association must emphasize coordinated quality architectural design (both residential and <br />commercial). improved public parks. sidewalks and paths, compatible roadways street design, <br />marketing plans. economic development incentives. and exceptional customer service retailing. To do <br />this we must: <br /> <br />1. Create an integrated road system throughout the Cornerstone including: <br /> <br />a. Construct three and four lane (12 feet per lane) road systems to move traffic efficiently <br />but at residentially acceptable speeds. including a center left turn pavement textured or <br />colored lane total for a paved width of 40 to 66 feet (with additional expansion for right <br />turn traffic - where right-of-way is available). <br /> <br />b. Construct a two lane interior street system to provide slower traffic "Cornerstone <br />residential streets" (50-60 feet of right-of-way) branching from the Corners and grid roads <br />and including private roads. <br /> <br />c. Construct a minimum of a 6-foot wide public sidewalk (or 8 foot wide pathway) with an <br />8 foot to 11-foot wide street tree planting area and an easement for a street furniture strip <br />beyond the sidewalk; all to be installed as buildings are constructed or reconstructed along <br />the County roads and interior public or private roads. <br /> <br />d. Construct pedestrian park areas with sidewalk furniture and public art or displays within <br />each Cornerstone area. and make it accessible from the interior road system. <br /> <br />e. Allow for buildings to set within ten feet of the road right-of-way lines (a ten foot front <br />building setback). Allow main building entry areas to open on to 6 to lO-foot wide <br />sidewalk system. Encourage active neighborhood window shopping. sidewalk cafes, and <br />other activities consistent with a traditional human scale "village" Cornerstone. Create <br />"secondary" building entrances and connections to parking areas and pedestrian ways on <br />the inside ofthe corner to the residential neighborhood. Allow for parallel parking on the <br />interior roads. <br /> <br />f. Work with developers and owners to pave and landscape the inside of the corners to take <br />on the image ofthe "people oriented village green or commons" with parking. pedestrian <br />ways, lighting. street furniture. fountains. and play apparatus. <br /> <br />g. Develop a series of architectural design guidelines which emphasize human scale building <br />facades with windows, signage. uniform street lighting fixtures. and street improvements <br />at the street level. <br /> <br />4 <br />
